The Data Analyst Senior position ensures high quality data is entered into CAREWare, to be used for required reporting, program design and evaluation. In this role, you will work in collaboration with HIV Grant Administration & Planning (HGAP) staff to ensure data collection processes collect accurate and meaningful data in CAREWare or other systems of record. This position requires the use of technical skills, including relational databases, statistical software, data visualization software, and relevant coding.
As the Data Analyst Senior, you will:
  • Coordinate and implement required data collection for grant and other reporting requirements and contract monitoring
  • Work in collaboration with HGAP staff and external partners on data analysis, reporting issues and needs; determine needs and design reports or other methods to meet needs
  • Determine best practice for data collection with an understanding of systems upgrades, new builds, impact on business processes
  • Write and test queries to ensure quality assurance related to PDI files, imports, and data integration projects
  • Act as subject matter expert in determining and translating federal, local program and contractor information needs and priorities; review and monitor results to ensure all needs and specifications are met
  • Investigate and resolve data and calculation errors or inconsistencies in data files; perform mass updates/maintenance of data as needed
  • Create and maintain database tables; and maintain appropriate documentation
  • Serve as the primary technical owner of the CAREWare database system; act as primary contact for HGAP staff, Multnomah County IT staff and/or contracted agency staff responsible for daily operation of CAREWare and for other database development to support program services
  • Develop, test, and analyze performance measures and service outcomes across a range of health and support service areas
  • Review and refine reporting standards and practice based on program findings; design, write and test queries using various programming languages
  • Design quality assurance management reports that include analysis of internal business/program operations as well as contracted vendor services; facilitate discussions with service providers for improvement opportunities
  • Develop written documentation, internal operating procedures and end user manuals and instructions; conduct related trainings in coordination with HGAP staff for end-users, staff, and colleagues for new business processes
  • Document data cleaning and maintenance procedures

Minimum Qualifications/Transferable Skills*:
Any combination of experience and training that would likely provide the knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be as noted below. All non-traditional education, training and experience will be evaluated.
  • Education/Training: Equivalent to a bachelor's degree, AND
  • Experience: Three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position.
  • Other: Demonstrated ability to use relational databases, statistical software, data visualization software, and relevant coding.
