The State of New Hampshire, Department of Military Affairs and Veterans Services, has a full-time vacancy for Accountant II.

Summary:

To develop accounting methods and to review fiscal activities for the Department of Military Affairs and Veterans Services, to include Federal Cooperative Agreements/Appendices, and Military Construction Cooperative Agreements.

MINIMUM QUALIFICATIONS:

Education: Bachelor’s degree from a recognized college or university with major study in accounting or business administration. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience: Two years’ experience in accounting or auditing work, including some experience in a supervisory capacity. Each additional year of approved work experience may be substituted for one year of required formal education.

License/Certification: None required.

PREFERRED QUALIFICATIONS: Preference will be given to candidates who are proficient with the NH First system (Lawson) and the Microsoft Products Suite (Excel, Word, and Access).

SPECIAL REQUIREMENTS : Must be able to satisfactorily undergo a State Police records check.

Responsibilities:

Reviews agency cost accounting systems and records to ensure proper usage of state and federal funding within state and federal program guidelines and advise Administrator of Finance with recommended improvements to processes.

Designs and analyzes accurate, specialized budget and cost accounting reports utilized by Administrator of Finance for budget planning and execution to maintain continuing operations of the NH National Guard Facilities and other agency programs. Provides input for budget development to the Administrator of Finance.

Develops, standardizes, and maintains accounting procedures and guidelines for department staff, such as those related to completion and submission of reports and end of year agency closeouts.

Develops and maintains expenditures, revenue, and other cost accounting reports to enable evaluation of fiscal operations by management and various committees and for use in managing, planning, and projecting agency goals.

Establishes, monitors and processes accounts payable/receivable transactions and general ledger expense transfers in NH FIRST Financial System for agency financial activities.

Analyzes encumbrances, purchase orders and contract revisions and liquidations. Calculates and prepares various project accounting detail into specific spreadsheets to include construction, Division of Public Works invoices, and IDIQ Contracts. Maintains accurate records and updates project folders.

Supervises and conducts complex cost allocation and statistical research to produce documentation and management reports for the Department and state agencies.

Works collaboratively with Federal, State, and Agency personnel to answer questions or obtain information on financial or accounting issues. Researches and compiles specialized reports to meet the needs of Federal, State and Agency requirements.

Monitors and reconciles appropriations for numerous State/Federal Capital Projects and operating maintenance budget projects to substantiate correct expenditures and maintain records to keep Administrator of Finance and Federal Installation Management branch apprised of expenditures and account balances.

Provides preliminary recommendations for new or revised procedures, formats, or methods to the Administrator of Finance to ensure agency compliance with National Guard Regulation 5-1, Grants and Cooperative Agreements, NH National Guard Cooperative Agreements Standard Operating Procedures, Federal Fiscal Laws, and other applicable state/federal rules.
