This position will oversee the development of policy and programming for legislatively-mandated residential crisis stabilization facilities serving children and youth in Eastern and Western Washington; one facility on each side of the state. This individual will work with various stakeholders to ensure high quality programs and service are developed and sustained. The ideal candidate will thrive with ambiguity as they have the opportunity to develop new programming that provides critical service to Washingtonians.

About the position:
The Residential Crisis Stabilization Program (RCSP) Administrator is responsible for developing and overseeing policy, implementation and quality of state-supported innovative programs, oversight of contracts, interface with managed care entities such as the Managed Care Organizations (MCOs) and Behavioral Health-Administrative Service Organizations (BH-ASOs), internal and external state agency partners, and community members. This work is to ensure accountability for service integrity, quality, and cross-system coordination related to policy and program development in the public children and youth behavioral health system.
This position will be the subject matter expert and will be responsible for overseeing the startup, implementation, and policy development for a new and innovative program in Washington state. The program will provide twenty-four (24) hour per day, seven (7) days per week intake, assessment, stabilization, and supervision of children and youth in a safe and therapeutic environment. This program is designed to help children and youth experiencing a behavioral health crisis from any area in the state of Washington who require emotional/behavioral support.
This position is eligible to telework and is typically not required to report on-site. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.
Some of what you will do:
Direct and manage the start-up and implementation, as well as provide quality oversight, of statewide Residential Crisis Stabilization Programs (RCSP).
Plan and coordinate the activities related to the implementation of RCSPs.- Manage complex, highly visible (e.g. legislatively-directed) projects and programs to scope.
- Procure contract for RCSP for facilities in Eastern and Western Washington.
- Facilitate workgroup of stakeholders that includes clinical experts, system partners, and family peer advocates to inform program development.
- Contract development including deliverable development, budget, and ongoing management to ensure all deliverables are met.
- Budget management including invoice approval and tracking, budget oversight, and planning for future needs.
- Implement policies and guidance to ensure quality of care for the population served.
- Collaborate with Developmental Disabilities Administration (DDA) as a partner in RCSP to ensure co-occurring Mental Health/Intellectual or Developmental Disability (MH/IDD) population is adequately served.
- Collaborate with the Department of Children, Youth, and Families (DCYF) as a partner in the RCSP to ensure that dependent youth are adequately served.
- Ensure services and policies encourage developmentally appropriate, trauma informed, equitable, and evidence-based approach.
- Design, develop, implement, and evaluate program, agency, and state policies.
- Perform data-informed policy development by understanding data relevant to service utilization and needs.
- Anticipate, frame, and pose questions for critical policy analysis and evaluate results.
- Incorporate stakeholder feedback and collaboration processes to develop policy recommendations.
- Facilitate long-term planning to establish strategic direction and implement phase-in strategies.
- Collaborate with supervisor and long-term treatment administrators on the team to establish clear and consistent pathways for communicating status on key decisions points, recommendations, and stakeholder feedback.
- Research health care trends, innovative treatment models, and connect with counterparts in other states on these items to find evidence-based policy and lessons learned for the development of Washington health policy.
Required qualifications:
Qualifying candidates will satisfy one of the following criteria combinations:
Master’s degree in behavioral health, social services, or related fields AND three years of behavioral health experience,- Bachelor’s degree in behavioral health, social services, or related fields AND five years of behavioral health experience, OR
- Nine years of behavioral health experience.
Required competencies:
- Excellent written and verbal communication skills and ability to work collaboratively with multiple stakeholders including youth and family leaders, youth serving system partners, and providers.
- Excellent leadership skills and knowledge of systems change work and approaches.
- Demonstrated skill in finished written business products.
- Ability to work collaboratively to plan, analyze, and problem solve.
- Ability to develop a project plan, including goals and objectives, and to use data for decision making.
- Ability to manage multiple tasks simultaneously.
- Proficient in Microsoft Office Suite.
Preferred qualifications:
- Knowledge of governmental contracting.
- Knowledge of federal and state behavioral health and social service laws, regulations, and guidelines.
- Knowledge of behavioral health programs and evidence-based interventions.
- Knowledge of continuous quality improvement principles and application of performance measures, outcome measures and service standards to monitor service results.
- Knowledge and work in the child, youth, and family serving behavioral health system.
- Comfortable with public speaking.
- Active licensure as a Licensed Mental Health Counselor or Licensed Clinical Social Worker.
