Job Definition

Coordinates, evaluates and negotiates the acquisition of real property and real property rights for distribution and transmission projects. Including easement and/or fee acquisitions, with responsibilities in both right-of-way and property management areas.

Essential Job Functions

Coordinates with other departments in the preparation of legal documents associated with the acquisition of real property rights to include easements, options, leases, permits and fee title for both electrical and water projects.


Identifies major projects and their scope to determine number of parcels to be acquired and the associated costs.


Negotiates terms and conditions of easement agreements for distribution and transmission facilities.


Secures legal opinions necessary for the acquisition or surplusing of real property and real property rights.


Reviews appraisals and prepares opinions of value for the acquisition or sale of District property which may involve large financial transactions. Reviews, negotiates and prepares requests for Limited Use Permits affecting District property.


Attends city and county council meetings to represent District interests. Advises other impacted departments of proposed council action; prepares written reports. Also represents the District at project specific public meetings and hearings which can include preparation of materials for presentation at such meetings.


Analyzes comprehensive plans and land use documents, submits to other departments for review and assesses the impact on District facilities.


Serves as a liaison with public and private agencies concerning easements, permits, surveys and District facility locations.


Consults with General Counsel on matters requiring legal interpretation.


Assists with the identification and recommends disposal of surplus real property.


Assists Real Estate Services Agent IV in a training capacity, including duties of project management.


Provides guidance and instruction to Real Estate Services Agents I & II.


Analyzes and resolves issues related to real property.


Researches and resolves encroachments on District Fee Owned Property.


Prepares and negotiates Limited Use Permits for residential or commercial use of District Fee Owned Property.


Coordinates and directs vendors to perform real estate related activities to include, property clean up, appraisal, survey and security activities.


Interfaces with users of Public Facilities on District Owned Land.

Reviews property assessments on District property. Evaluates LUD assessments and take appropriate action.


Performs all functions of Real Estate Services Agents I & II.


Maintains, accesses and creates various databases. Routinely inputs data to and extracts reports from SAP


Assists walk-in and telephone customers.


Utilizing safe work practices, obtains site data such as; property stakes/markers, section corners, center monuments and survey control points for comparison with existing and proposed District facilities.


Performs other duties as assigned.

Minimum Qualifications

Knowledge of:
  • Fundamentals of right-of-way acquisition, real estate law, land surveying and basic appraisal theory.
  • Computer applications including word processing, spreadsheets and data bases.
  • Business writing concepts.
  • Negotiation and communication skills and techniques.
  • Work ethics relative to right-of-way acquisition.
  • Research and analysis techniques.
Ability to:
  • Communicate and work effectively with all levels in the organization, customers and outside agencies.
  • Handle complex projects with minimum supervision.
  • Use independent and discretionary judgement.
  • Lead and train others.
  • Work with confidential information.
  • Manage multiple tasks.

Experience/Education

  • Completion of IRWA courses:
    • IRWA 100: Principles of Land Acquisition
    • IRWA 200: Principles of Real Estate Negotiation
    • IRWA 403: Easement Valuation
  • IRWA 600: Environmental Awareness; and
  • Four (4) years’ experience in real property rights acquisition.

OR

  • Associates Degree in Business, Real Estate or related field, or SR/WA professional designation; and,
  • Two (2) years’ experience in real property rights acquisition

License/Certification

  • Valid Washington State Driver License.

Working Conditions

  • Duties performed in a field and office environment and require the repetitive use of a computer keyboard and mouse.
  • Travel to meetings and property sites is required.
  • Use of Personal Protective Equipment (PPE) will be required for some field activities
  • Ability to work irregular hours as necessary.
