Main Purpose of Job
The main purpose of this position is to supervise civilian investigators who conduct background investigations of applicants for professional license, wear and carry handgun permit, and employment applications which have been filed with the Maryland State Police; conduct investigations of complaints lodged with the licensing Division; perform internal investigations involving sworn and civilian members of the License Division; and conduct compliance inspections of gun dealers, security guard agencies and other agencies. This will include the review and approval on investigative reports, along with the supervision of daily duties of investigators.
POSITION DUTIES
Conduct full and secondary background investigations of 77R, and/ or Handgun Permit applications within the Licensing Portal, and/or HQL applications within the My License Office by querying, interpreting, comparing and applying criminal and other records obtained from, but not limited to, the following State and Federal databases and systems, ensuring that the applicant is not prohibited to purchase a firearm by State or federal law and that the firearm(s) has not been reported as stolen or missing:

National Instant Criminal Background Check System 9NICS);

Portal to Judiciary Applications (J-portal: Secure Case Search, Warrants & Orders;
Maryland Judiciary Case Search;
My License Office (Handgun Qualification License);
Licensing Portal (Maryland Handgun Permit).
Must maintain a level of proficiency and accuracy, as established by current Licensing Division policies and procedures.
Performs criminal checks of applicants for violations through the FBI NCIC (National Crime Information Center), CJIS Criminal Justice Information System, and Motor Vehicle Administration’s databases in accordance with their respective established policies;
Schedules appointment to interview applicants for licenses/permits; Interviews applicants in person, to verify data from application.
Perform other job-related supervisory duties as requested.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Five years of administrative staff or professional work.
Notes:
1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preferred Qualifications:
1. Three (3) years' experience as a full-time law enforcement officer (certified police officer) or experience in a law enforcement function such as a police dispatcher or civilian background investigator.
2. Experience working at the Federal, State, County or local level of government.

LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
SPECIAL REQUIREMENTS
Candidates may be responsible for providing their own transportation as needed to access meetings, remote locations, and job destinations as assigned.
SELECTION PROCESS
Only candidates who meet the minimum qualifications will be considered for this classification. Therefore, it is essential that you provide complete and accurate information on your application. Successful candidates will be place on the Eligible List categorized as BEST QUALIFIED, BETTER QUALIFIED OR QUALIFIED and remain eligible for consideration for at least one year from the date of examination. The list will be used by the hiring manager to select employees.
EXAMINATION PROCESS
The examination will consist of a rating of your education, training and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application. Report all experience and education that is related to this position.
BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
