The GIS Analyst is responsible for providing GIS mapping and data management support utilizing Phillips 66 Transportation/Mapping supported enterprise pipeline data model (PODS) and geographic information systems (GIS) applications. The Analyst works to ensure compliance with Phillips 66 Operating Standards and DOT regulatory requirements through the development of tools; creating and modifying data types to meet user needs; accepting, developing and revising standard/custom mapping requests and to provide courteous and professional assistance to their customers.
Responsibilities May Include:
Providing GIS data management support including data entry and quality control, utilizing specialized GIS line maintenance software within the Esri platform.
Preparing and maintaining standardized maps including Pipeline Aerial Alignment Sheets, HCA Alignment Sheets, Emergency Response Maps, Hydraulic Profiles, etc.
Preparing custom maps, presentation graphics and reports in a timely and accurate manner.
Performing geo-spatial data conversions/projections.
Performing complex overlays of various geographic datasets.
Researching and resolving customer inquiries/requests for information.
Independently prioritizing work schedule to accommodate customer requirements and demands.
Utilizing internal and external networking contacts to minimize data gathering process and duplication of effort.
Ensuring continuous improvement by recommending potential improvements to departmental policies and procedures.
Providing GIS support in due diligence related activities.
Identifying value adding activities and best practices as they pertain to GIS mapping and data management.
Providing analytical support in preparing Year-end Ad Valorem Pipeline Mileage Tax reports, FERC reports, DOT Annual Reports and various state required permits and digital submissions, Annual National Pipeline Mapping System (NPMS) submittals.
Performing complex geo-spatial segmentation analysis in support of Pipeline Risk Management and Integrity program.
Basic/Required Qualifications:
Legally authorized to work in the job posting country
Associates degree or higher
5 or more years of experience working with the Esri software
3 or more years of experience working in the midstream industry
Preferred Qualifications:
Bachelor’s degree in Engineering, Geography or GIS related field or higher
5 or more years of experience in GIS mapping and GIS analysis
3 or more years of experience in Pipeline Integrity
Working knowledge of pipeline regulations for transmission and gathering assets under PHMSA CFR Parts 195 and 192
Intermediate proficiency of the pipeline database model PODS (Pipeline Open Data Standard)
Intermediate proficiency with Microsoft Office
Working knowledge of digitizing hardware/software, geo-spatial data formats (SHP, File/Personal Geodatabases, etc.) and attributing data sources, map projections and land (legal) descriptions
Working knowledge of processing GPS data
Working knowledge of Safe Software’s FME
Working knowledge of Python Scripting for ArcGIS
Midstream
Phillips 66's Midstream business is a safe, reliable and trusted logistics provider for the movement and storage of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 22,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. We also provide the connectivity between the various Phillips 66 business units.
