GENERAL PURPOSE
The Nursing Home Fiscal Technician position is primarily responsible for one or more of the following duties: medical billing, resident funds, coordination of Medicaid eligibility requirements, and processing payroll.

SUPERVISION RECEIVED
This position reports directly to the Lead Accountant.

SUPERVISION EXERCISED
This position is not responsible for the supervision of other employees.

ESSENTIAL DUTIES OF THE POSITION
Establishes, administers and maintains assigned accounts, programs or systems, including independently making decisions and/or taking definitive action on such assignments.

Works with County management personnel, affected individuals both within and outside of the County government, and others such as insurance carriers, vendors, and/or bank personnel.

Provides information governing assigned programs and explains need for different or additional information, action or assistance. Describes effect of alternative choices on individual's part. Puts such choices into effect, including any related justifications, documentation or other processing. Maintains confidentiality and/or control of these and related records, including statutory or other basis for that status.

Sorts incoming mail.

Answers telephone and/or receives visitors to office. Answers questions about services and/or provides assistance. Composes answers to correspondence about assigned functions or programs.

Receives and issues receipts for payments, posting that and other information to records.

Makes bank deposits.

Operates automated data processing, copying, calculators, automatic sorters, collators, check signers, adding machines, and/or similar office equipment.

Attends staff meetings, conferences and training sessions as required.

Billing Work
Inputs and verifies daily resident census information. Distributes daily census reports.

Updates payor status changes for residents in billing software system.

Coordinates, verifies and maintains all detailed information relating to third party payors. Tracks Medicare and non-Medicare skilled residents. Prepares, imports, and posts ancillary billing batches in billing software system on a monthly basis.

Prepares and applies cash receipt batches in billing software system.

Maintains hospice and respite billing information.

Performs accounts receivable collections.

Completes related reports and forms as required or requested.

Verifies census information for Medicare billing. Verifies Resource Utilization Group (RUG) and Assessment Review Dates (ARD) dates for Medicare billing. Prepares and transmits third party billing. Prepares and sorts monthly resident billing statements.

Collects and maintains pertinent billing demographic and insurance information in resident admission files. Maintains spreadsheets as required.

Distributes resident insurance information, as required. Verifies all insurance coverages upon request and/or admission of resident. Tracks insurance authorizations.

Updates Medicaid status and prepares cost share billing adjustments.

Participates in family meetings to discuss billing issues and concerns.

Resident Funds Work
Prepares and creates bank deposit batches in software system.

Maintains and reconciles petty cash fund.

Maintains and reconciles resident personal trust accounts, and makes required deposits and disbursements.
Posts cash receipt payments in software system.

Establishes, processes, and updates Burial Reserve accounts.

Operates resident bank for deposits and withdrawals of personal funds. Distributes personal funds to residents on floors. Reviews and reconciles personal fund balances and distributes quarterly statements.

Assists in application for veteran's pension benefits.

Coordinates deposits of social security and pension benefit payments.

Prepares and processes payments for resident insurance premiums, and various other expenses.

Reconciles resident fund trust accounts upon discharge of resident, reporting to Social Security as required.

Participates in family meetings to discuss resident finances.

Maintains spreadsheets as required.

Medicaid Eligibility Coordinator Work
Conducts financial eligibility meetings with family or representatives of residents to screen for Medicaid eligibility.

Reviews private pay accounts receivable aging to identify potential medical assistance applicants. Follows up with responsible parties and Department of Human Services to acquire necessary documentation in order to facilitate Medical Assistance approval. Assists with preparation and submission of Medical Assistance applications, renewals and appeals to Department of Human Services. Schedules and participates in medical assistance hearings. Assembles and makes sufficient copies of records and other information as required.

Payroll Work
Establishes departments, employee groups, and labor distribution within the personnel recordkeeping system. Inputs job classification or system changes on system table.

Processes and inputs vacancies, new hires, promotions, transfers, terminations, resignations, and all other personnel transactions with verification of appropriate position, salary, benefits, and personal information.

Provides information to supervisors requiring assistance on the payroll process.

Answers questions about assigned payroll functions or programs.

REQUIRED MINIMUM QUALIFICATIONS

EDUCATION & EXPERIENCE – Completion of a high school, or general equivalency diploma; AND

One (1) year of post high school education in the area of business or mathematics, or a certification in payroll; AND

At least one (1) year of full-time professional clerical work experience. Experience in medical billing or payroll is preferred, but not required.

OTHER REQUIREMENTS - Applicants must be fully vaccinated against COVID-19, and present valid proof of vaccinated status, in order to be eligible for hire at Gracedale Nursing Home. According to the Center for Disease Control (CDC), people are considered fully vaccinated two (2) weeks after their second dose in a 2-dose series (such as Pfizer or Moderna vaccines), or two (2) weeks after a single-dose vaccine (such as Johnson & Johnson’s Janssen vaccine).

Upon hire employee must have a drug screening and COVID-19 testing. Employees may also be periodically tested for COVID-19 as required or recommended. In addition, Gracedale Nursing Home will follow The Centers for Medicare & Medicaid Services (CMS) requirements with regard to booster(s) needed for workers in health care settings.

All employees of Gracedale Nursing Home will be required to attend Feeding Program training.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of practices and procedures pertaining to nursing home billing reimbursement.

Skill in gathering and analyzing information for the creation of reports.

Ability to establish and/or maintain filing and other recordkeeping systems.

Ability to learn and interpret rules, regulations, policies, and procedures and apply accordingly.

Ability to operate a personal computer and secure information from established data processing, spreadsheet, and word processing programs, as well as ERP, KRONOS, and OnShift databases.

Ability to establish and maintain effective working relationships with associates, callers, visitors, clients, representatives of other offices, and the public.

Knowledge of goals, objectives, principles, and practices pertaining to public payroll processes in a long-term care facility.

Ability to read, write, speak, understand and communicate in English to perform the duties of this position.

TOOLS AND EQUIPMENT
Telephone, personal computer (including word processing and spreadsheet software), calculator, writing implements, fax machine, copy machine, and paper shredder.

PHYSICAL DEMANDS
While performing the duties of this job, the employee is frequently required to walk, sit, talk or hear.

The employee must occasionally lift and/or move up to twenty-five (25) pounds.
