Under general direction, is responsible for performing fully skilled professional accounting and auditing duties and financial analysis; performs related duties as required.

Essential Functions of Work:

Audits financial records and statements presented by city departments.

Oversees the inventory control process for city's fixed assets ensuring that city departments conform to the city's accounting procedures.

Assists city departments in preparing and completing inventory control reports and forms.

Processes citywide payroll including tax, pension and voluntary deduction reporting ensuring payroll procedures comply with City Code and collective bargaining agreements.

Processes city income tax returns.

Compiles, analyzes and evaluates financial and statistical data for inclusion in the Comprehensive Annual Financial Report of the City of Hilliard.

Assists in the development of accounting manuals for use by city departments.

Assists in the preparation of the city's budget, city tax budget, and revenue projection.

Deposits and reconciles daily receipts for all city departments.

Audits invoices for payment and prepares monthly reports of financial condition of various funds.

Prepares and posts all accounting transactions on an automated accounting system.

Processes vouchers covering expenditures, purchase orders, and contracts.

Prepares and processes encumbrances for anticipated expenditures and requisitions for supplies.

Prepares quarterly, annual, and other reports as required.

Assists in compiling, writing and editing financial statements and budget proposals.

Researches fiscal related problems and/or inefficiencies of city departments; conducts complete analysis and provides recommendations to resolve or alleviate problems and/or inefficiencies.

Confers with personnel from city departments to ensure smooth functioning of newly implemented accounting or fiscal systems or procedures.

Provide quality customer service and assistance to members of the public; resolve customer issues when possible and appropriate.

Performs other duties as directed.

Qualifications:

Minimum Qualifications

Possession of a Bachelor's Degree in business administration or related field and 1 year of professional experience performing accounting and auditing duties required in the maintenance of accounting records and reports.

Two years of experience as specified may be substituted for the required education on a year-for-year basis.

Any combination of education, training and experience, which provides the required advanced knowledge, skills and abilities to perform the essential functions of the job.

Other Requirements:

Possession of a valid State of Ohio Driver's license.

Background free of prior felony convictions.

Regular and punctual attendance is regarded as an essential requirement for this classification.

Physical Requirements:

While performing the essential functions of this job the employee is frequently required to sit for extended periods of time.

Ability to work on a computer, and concentrate on a computer screen, for long periods of time.

Ability to occasionally lift and/or move up to 30 pounds.

Work is performed in a normal office environment with little exposure to outdoor temperatures or dirt and dust.

The incumbent's working conditions are typically quiet.

Must be physically capable of successfully performing the essential job functions of the job classification with or without reasonable accommodation, and be free of medical conditions that would preclude one from successfully performing said functions or that would pose a direct threat to the health or safety of oneself or others

Pay: $22.02 - $33.08 per hour
