THE POSITION
San Mateo County Libraries is seeking candidates for the position of Development
Manager (Management Analyst) .
Under direction of the Director of Library Services, the Development Manager is responsible for the planning, creation, implementation and evaluation of a comprehensive program to raise funds to support the operation and growth of San Mateo County Libraries.
The Development Manager supports the Foundation for San Mateo County Libraries, an independent
501(c)(3) non-profit founded in 2018 to raise funds needed to support San Mateo County Libraries strategic goals and library capital projects. In addition, the Development Manager is responsible for grant writing activities and library volunteer programs.

The ideal candidate will have the following knowledge, skills, and abilities:
- Extensive knowledge of the principles and practices of resource development including planned giving, annual giving, capital campaigns, donor solicitation and recognition, grant proposals, and events management.
- Ability to raise funds through a variety of strategies and knowledge of fundraising trends and techniques.
- Experience making recommendations to a Board and administering policies and procedures in support of foundation goals and operations.
- Superior interpersonal skills (both orally and written), ability to communicate superbly and meet with potential donors, nurture relationships, make presentations, and articulate library program needs requiring various levels of funding support that are linked to the donors' philanthropic values.
- Knowledge of principles of board development, non-profit management, and volunteer management.
- Ability to coordinate and oversee programmatic administrative, budgeting, and/or fiscal reporting activities, including donor database management.
- Knowledge and experience in principles, practices, and procedures of funding sources and grant funds disbursement.
- Experience participating in a variety of meetings, committees, and/or other related groups in the community to effectively and persuasively communicate information.
- Ability to use tact, initiative, prudence, and independent judgment within general policy and legal guidelines in politically sensitive situations.

Examples Of Duties:
Duties may include, but are not limited to the following:
- Raise funds using appropriate techniques and activities including grant writing, annual giving, major and planned gifts, sponsorship solicitation, capital campaigns and events.
- Develop and implement effective fund development programs ensuring a solid return on investment.
- Establish Foundation's priorities in consultation with the Foundation Board of Directors and the
Director of Library Services.
- Develop short and long-term strategies for obtaining resources to support and enrich the services of the library.
- Identify potential grant opportunities, define target projects, and implement all appropriate procedures to apply for grants within defined deadlines.
- Cultivate and nurture relationships with members of the community, government, business and industry, management, Library staff, the board of directors, and individual donors.
- Participate in advocacy efforts to promote the value of the public library.
- Oversee the development of Foundation newsletters and other communication tools; oversee gift acknowledgment and donor correspondence.
- Plan and implement short-term and long-range plans for ongoing fundraising efforts.
- Set goals and metrics to measure results; evaluates effectiveness of activities, events and fundraising methods.
- Provide support for the Board of Directors of the Library Foundation.
- Working in partnership with our Friends of the Library groups and assisting with Friends events.
- Create and lead cross-functional teams and collaborative efforts.
- Develop and maintain relationships with multiple divisions and Friends groups.
- Maintain and provide accurate and timely reports, data, and supporting information.
QUALIFICATIONS
Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.
Bachelor’s degree in public relations, marketing, business administration or closely related field; three (3) years progressively responsible experience in fundraising, grant writing, communications or public relations. Experience with public libraries is desirable.
Knowledge of:
- Basic principles, practices, and procedures of funding sources and grant funds disbursement.
- Organizational and management practices as applied to the analysis, evaluation, development, and implementation of programs, policies, and procedures.
- Applicable Federal, State, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility.
- Principles and practices of contract administration and evaluation; and public agency budget development and administration, and sound financial management policies and procedures.
- Techniques for effectively representing the Library in contacts with governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations.
Ability to:
- Assist in the development of goals, objectives, policies, procedures, and work standards.
- Perform responsible and difficult administrative work involving the use of independent judgment and personal initiative.
- Prepare clear and concise reports, correspondence, policies, procedures, and other written materials.
- Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
Use tact, initiative, prudence, and independent judgment within general policy and legal guidelines in politically sensitive situations.

Open and Promotional. Anyone may apply. Current County of San Mateo and County of San Mateo
Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, SEIU or AFSCME represented extra-help/term position prior to the final filing date will receive five points added to their final passing score on this examination.

The examination process will consist of an application screening based on the candidates' application and responses to the supplemental questions (weight: pass/fail). Candidates who pass the application screening may be invited to a panel interview (weight:100%). Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification . Applicants meeting the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in San Mateo County, California and applicants must participate at their own expense.
