Pay Range: $70,000.00 to $75,000.00 per year

By adhering to Connecticut State Law, pay ranges are posted. The pay rate will vary based on various factors including but not limited to experience, skills, knowledge of position and comparison to others who are already in this role within the company.

PACT MSO Central Business Office is seeking a Clinical Quality Manager. The position is located in Branford. The primary responsibility of the role is managing and integrating quality programs for PACT MSO and PACT, specifically working with providers to ensure compliance to quality. The Clinical Quality Manager provides functional, technical or process leadership of a highly complex and sometimes ambiguous nature. This position will also be the expert user for the Electronic Health Record.


Essential Manager Functions:

  • Lead and manage employees in the department or division
  • Resolve complex issues that relate to operations, processes, and work flow.
  • Resolves continued issues by creating and developing processes that adapt to changes
  • Reviews and ensures that processes are update with current business demands. Creates and implements new processes to better the practice in all areas i.e. work flow, patient flow, billing, etc.
  • Oversees staff. Creates trainings and standard operating procedures. Ensures staff is trained in daily operations and performs duties when necessary to maintain department or division operations.
  • Responsible for holding staff accountable, and providing them with training so they are capable of providing high quality patient care.
  • Schedules staff.
  • Conducts and prepares staff meetings as needed
  • Reviews and approves employee time cards and ensures accuracy.
  • Involved in preparing yearly financial budget and reviewing monthly to ensure maintaining budget.
  • Provides yearly performance appraisals of all non-provider staff.
  • Addresses and resolves all issues and concerns related to the department or division

Essential Quality Responsibilities:

  • Responsible for ensuring Compliance with Clinical Quality Measures and other quality programs that may be in effect in the divisions
  • Following up ensuring providers are performing the workflows necessary for the key quality measures and practices
  • Responsible for PCMH Recognition Process and Annual Reporting Submissions
  • Guiding practices on Patient Centered Medical Home Standards and recognistion process
  • Responsible for Press Ganey reporting, and identifying quality improvement areas including developing action plans, working with the practices and implementing changes
  • Conducts data analysis and identifies opportunities for improvement in staff and patient care services
  • Distributes provider scorecards and works with insurers related to the Gaps in Care as well as distributes the GAP in Care reports to the Clinical Quality Associates and provides the divisions with the necessary follow-up
  • Works with Quality and Safety Supervisor to produce and provide quality and safety training for new hires
  • Keeps up to date with Regulatory and Government affairs as they pertain to the Quality Payment Program
  • Educates providers and staff as needed on best practices and implements innovative ways to improve the quality of work
  • Reviews EOC audits performed by Safety Coordinator and provides guidance on areas that need improvement

Education and Experience:

  • Valid (Connecticut) license as a Licensed Practical Nurse and/or a Bachelor's Degree in a health related field or Health Administration/ or Masters in Health Administration..
  • Experience in PCMH, incluing the enrollment, recognition process and annual reporitng required
  • 3-4 years of experience in Epic or other robust Electronic Health Record System (EHR)
  • Clinical and Quality experience in a healthcare setting required; medical office preferred; Clinical experience/background required
  • Solid understanding and experience of Patient Centered Medical Home (PCMH).
  • Proficient in Microsoft Office (Word, Power Point, Excel and Outlook)
  • Strong communication and collaboration skills working with providers
  • Demonstrated performance in meeting time-sensitive deadlines with minimal supervision
  • Outgoing personality and enthusiasm to teach
