The Windham Northeast Supervisory Union seeks a responsible person to oversee numerous construction and renovation projects funded through federal grants: ARP ESSER. This individual will monitor the BID process, construction, track contract progress, procedures, workmanship, schedules, overall job safety, and seamless coordination between the various Building & Grounds Committees, Superintendent, and various Boards of Education.The Clerk of the Works serves as WNESUs on-site representative on a day-to-day basis as necessary. The clerk must maintain a holistic view of the project while appreciating the details of various parts of the work. The clerk must possess excellent communication skills.Responsibilities include, however, not limited to: * Develop, solicit, and review Requests for Proposals for various projects.* Develop a thorough familiarity with the purpose of the facility to be constructed, with the owners requirements, with the design, and with the contract documents.* Maintain continuous communication with the Superintendent and Building and Grounds Committees.* Observe the quality and progress of construction to determine, in general, that it is proceeding in accordance with the contract documents and schedule. Assist the builders superintendent in understanding the intent of the contract documents.* Maintain records at the schools in an orderly manner as directed by the Superintendent.Include copies of all correspondence concerning the project, contract documents, construction schedule, change orders, test results, permits, inspection reports, insurance policies, minutes or summaries of meetings, shop drawings, invoices, and any other applicable documentation.* Maintain a log of all daily activities including daily progress, weather conditions, visitors, inspectors, sub-contractors on site, nature and location of work performed.* Meet, verify identification, and accompany any inspectors from local, state or federal agencies having jurisdiction over the project. Immediately notify the design & build team of any unsafe conditions observed. Immediately notify the Superintendent and Building and Grounds Committees of any work that, in the opinion of the clerk, is substandard or otherwise not in accordance with the contract documents. This should be documented with photographs, measurements etc. as appropriate. Immediately notify the owner and design & build team of any conditions that may delay completion of the total project or of major parts of the project. Attend meetings of the owner as requested. Attend all project meetings as the owners representative. Submit written reports to the owner following each meeting, utilizing a daily log form. Coordinate scheduling and observe tests as required by the contract documents. Receive and review all requests for payment from the general contractor(s). Make recommendations to the Superintendent concerning payments. Coordinate and direct the work of any separate Superintendents contractors. Direct installation and inspection of vendor-furnished equipment, furniture, audiovisual or other materials to complete the library.* Assist the design team in the development of punch lists. Monitor the completion of work on punch lists and inform the owner of the status on a regular basis. Participate in final inspections and commissioning. Receive and review technical manuals, operators manuals, manufacturers instructions and similar documents for transfer to the owners staff. Receive and inventory keys, special tools, filters, spare parts, and similar items for transfer to the owners staff. Coordinate training of the owners staff on equipment operations and maintenance as required by the contract documents. Receive and review as-built drawings for transfer to the owner, and compare with marked-up construction drawings maintained by the clerk of the works.* Cooperate with Town /State officials such as the Fire Marshall/Inspector, Building and Code Official, etc* Ensure that school district property will not be at risk of damage by contractor materials or equipment during severe weather conditions.Safety: WNESU, among other elements, is responsible for safety on the project site and for the activities of their employees, guests, suppliers, and sub-contractors while on the school district property. However, the Clerk of the Works must immediately notify the Superintendent, if danger to material or life safety is threatened.
