GENERAL STATEMENT OF DUTIES
Participate in the planning, organization and implementation of a health education program for a specific population served by the Health and Human Services Department. This may include providing intervention services, technical support and other professional services to public and private medical communities.
SUPERVISION RECEIVED
Works under the general direction of a supervisor who assigns and reviews work for conformance to department policy. May also take direction from a Health Educator 3.

This position provides services to monolingual Spanish-speaking clients; therefore, fluent bilingual Spanish/English skills are required.
Youth Development Programs
- Serve as subject matter expert for Youth Development activities across county prevention programs using a demonstrated knowledge of evidence-based programming and principles of Youth Development.
- Support and/or implement county wide programs to engage and empower youth to develop and achieve positive leadership qualities, academic successes, employment opportunities and healthy lifestyles.
- Provide technical assistance and training to community agencies, youth serving organizations, school districts, and other groups involved in Youth Development activities.
- Coordinate planning for and development of county wide Youth Health Advisory Council using Strategic Prevention Framework. (data assessment, capacity building, planning, implementation and evaluation with sustainability and cultural responsiveness)
- Facilitate youth leadership activities and provide guidance and role modeling to participants
- Create logic models, monitor plan activities and progress, complete reports as required
- Collect, Interpret and Utilize data to inform and effectively communicate program goals and outcomes to stakeholders
- Conduct outreach to engage youth or youth serving groups in alcohol or other drug prevention activities and community leadership efforts.
- Provides technical assistance and facilitation of alcohol and drug prevention curriculum as needed.
- Promote alcohol and other drug awareness, education and evidence based practices.
- Work with Alcohol and Drug Prevention Program Coordinator to create opportunities for youth input on Substance Use Prevention related Coalition or Advisory committees
- Conduct outreach to engage youth or youth supporting groups in student leadership activities
- Provide technical assistance and facilitation of programs that provide youth and adult mentors with tools and activities that can be used in their programs and professional practice to support young people in developing resilience skills.
- Promote positive mental health awareness and resources as needed
- Work with Prevention and Health Promotion Staff to create opportunities for youth input on internal and external Health Coalition or Advisory committees
- Become familiar with and utilize Prevention data in decision making and recommendations
- Writes / edits articles, information, and other printed materials for Prevention Pieces newsletter, social media, and other communication channels.
- Represents health department at community, health, and school meetings, and special interest groups.
- Participate in bi-monthly check-in meetings with supervisor, monthly Prevention Team meetings and program-specific coordination meetings with colleagues (TPEP, CHIP, etc.).
- Drives motor vehicle to provide service in the community.
- Complete reports and collect data.
- Provide technical assistance as needed.
Requirements for the Position
EXPERIENCE AND TRAINING
- Bachelor's degree with specialization in education, public health, health, nursing, sociology, psychology or social sciences; and one year of related experience which may include an internship; OR
- Bachelor's degree with a minor in education, public health, health, nursing, sociology, psychology, or social sciences; and one and a half years related experience which may include an internship; OR
- Bachelor's degree; and two years experience in education, public health, health, nursing, sociology, psychology, or social sciences; OR
- Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.
NECESSARY SPECIAL REQUIREMENTS
- This position provides services to monolingual Spanish-speaking clients; therefore, fluent bilingual Spanish/English skills are required. An additional 5% will be added to the hourly wage as compensation for this skill. Finalist will be required to pass a verbal and written Standardized Spanish/English Fluency Assessment as part of the hiring process.
- Must possess a current driver's license in the applicant's state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business. - Final candidate must provide own transportation and must provide and maintain proof of personal automobile liability insurance, at a minimum, in the amount required by Oregon Law (ORS Chapter 806).
- The finalist for this position will be required to pass a criminal history background check; however, conviction of a crime may not necessarily disqualify an individual for this position.
- This position may be subject to the following: Must not be excluded from participation in the federal health care programs (Medicaid, Medicare and other federally funded programs that provide health benefits); AND must not be excluded from participating in federal procurement (Federal Acquisition Regulation) and non-procurement activities (Executive Order No. 12549).

- This is a full-time position, which is eligible for overtime.
- Typical work schedule Monday - Friday, days. Some flex time or additional work hours may be required on the evenings or weekends to accommodate business need.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of the objectives, principles, theories, and practices of health education and the organization and functions of public health; basic life sciences, sociology, community and social organization, and of modern educational theory, literature and techniques; strong communication skills.
Ability to practice successful negotiation and persuasion skills; effectively conduct investigations by interviewing, verifying facts, and documenting information; make constructive evaluations of public health education curricula, programs, methods and accomplishments; lift at least 40 pounds.
PHYSICAL REQUIREMENTS
Operates a motor vehicle; sees using depth perception; stands; sits; moves about the work area; bends forward; climbs 1 floor of stairs; lifts, pushes, pulls, moves carts and carries up to 40 lbs.; operates a keyboard; speaks clearly and audibly; reads a 12 pt. font; distinguishes colors; hears a normal level of speech; works in areas that may be exposed to heat, cold, humidity, dust, smoke, noise, and chemicals (filling gas tank or cleaning); works in areas that may be wet or uneven.
