SUMMARY


Cesar Chavez Environmental Corps (CCEC) is a division of the Farmworkers Institute of Education and Leadership Development (FIELD). FIELD is a 501(c)3 nonprofit organization founded in 1978 by Farmworker leader Cesar E. Chavez, and is dedicated to strengthening America’s agricultural and rural communities through our Core Values of Opportunity, Excellence, Integrity, Innovation and Si Se Puede. FIELD carries out its mission through a continuum of educational and workforce development programs that assist underserved communities in achieving empowerment, self-sufficiency, and a better quality of life. FIELD has realigned our training and education to promote career pathways for adult learners. This includes work experience opportunities in Environmental Conservation, Energy, Education, Entrepreneurship and Civic Action.


The Corpsmember supports projects at various sites located throughout Kern County and various California regions. This position is geared to develop hands-on job skills with the completion of contracted projects.


Employers' Training Resource (ETR), located at 1600 East Belle Terrace in Bakersfield, California, is the administrative and fiscal agent for the Kern, Inyo and Mono Counties Workforce Development Area (WDA). ETR is requesting proposals from qualifying entities interested in operating a Work Experience (WEX) program for Out-of-School Youth (OSY) in the County of Kern under the Workforce Innovation and Opportunity Act (WIOA). All programs must meet the requirements for Work Experience Services to OSY under WIOA, be responsive to local labor market demands, and assist individuals in their goal to obtain self-sufficiency through employment and/or postsecondary education. All programs must contribute positively to the WIOA Indicators of Performance for Youth as applicable; and all work experience sites must be located in Kern County.



WIOA supersedes the Workforce Investment Act of 1998 and retains and amends the Adult Education and Family Literacy Act of 1998, the Wagner-Peyser Act of 1933, and the Rehabilitation Act of 1973. WIOA defines an OSY as an individual who is: not attending any school; not younger than age 16 or older than age 24 at time of enrollment; and one or more of the following:


WIOA WEX OSY QUALIFICATIONS

  • Must be between the ages of 18-24 at the time of hire
  • Can NOT be enrolled into an Educational Course at the time of hire.
  • Must meet one of the requirement barriers that are listed below:
    • A school dropout
    • A youth who is within the age of compulsory school attendance, but has not attended school for at least the most recent complete school year calendar quarter.
    • A recipient of a secondary school diploma or its recognized equivalent who is a low-income individual and is either basic skills deficient or an English language learner.
    • An offender.
    • A homeless individual, a homeless child or youth, or a runaway.
    • An individual in foster care or who has aged out of the foster care system or who has attained 16 years of age and left foster care for kinship guardianship or adoption, a child eligible for assistance under sec. 477 of the Social Security Act (42 U.S.C. 677), or in an out-of-home placement.
    • An individual who is pregnant or parenting.
    • An individual with a disability
    • A low-income individual who requires additional assistance to enter or complete an educational program or to secure or hold employment..

The goal of WIOA WEX OSY Services is to help disconnected young adults who are not employed or in school, to re-connect with the educational, training, employment and supportive services they need to succeed in the labor market and/or postsecondary educational opportunities leading to jobs in careers with the potential for high growth and high wages.


ESSENTIAL DUTIES and RESPONSIBILITIES
includes, but not limited to the following. Other related duties and responsibilities may be assigned.

Natural Resources

  • Environmental restoration
  • Litter removal
  • Trail building, maintenance, and restoration
  • Landscaping and tree planting
  • Invasive species removal
  • Fence building
  • Water conservation irrigation
  • Outdoor worksite camping (spiking)
  • Fire fuel reduction
  • Fire Training
  • Physical Fitness

Recycling

  • Collecting and sorting of CRV containers
  • Collection of electronic waste
  • Pickup and recycling of tires
  • Community outreach and education on oil, CRV, electronic waste by passing out fliers, etc.
  • Working alongside highways with fast moving vehicles
  • Highway roadside debris and litter removal
  • Landscape Maintenance

Early Childhood Education

  • Assist the ECE teacher in the preschool classroom, as required.
  • Assist the ECE teacher in preparation and implementation of developmentally appropriate classroom activities.
  • Assist in daily progress notes, maintenance of files and reports.
  • Maintain classroom and equipment including cleaning of toys, furniture and facilities as necessary.
  • Participate in preschool in-service and committee activities as directed. May be required to perform duties at different preschool sites.
  • Attend classroom staff meetings and professional development training.
  • Follow all Head Start performance standards, State Preschool funding terms and conditions, and Title 22 licensing requirements (as applicable).
  • Collaborate with and assist volunteers as needed.
  • Perform other related duties as assigned.
  • Knowledge of subject matter/course content and resources relevant to assignment.
  • Knowledge of and skills in using effective instructional strategies and practices. Skills in managing and promoting positive student behavior.
  • Skills in data analysis to assess, monitor, and inform instruction for student growth, organization, time management, and record keeping.
  • Ability to operate a computer.
  • Possess the skills needed to learn and utilize software and other technology in ECE instruction.
  • Ability to effectively address and meet a wide range of academic, social/emotional and developmental needs for all types of learners.
  • Ability to collaborate and communicate effectively with other professionals in a team setting.
  • Ability to maintain confidentiality.
  • Knowledge and consistent practice of the ethical guidelines as outlined by FIELD, federal, state and local laws, rules and regulations.
  • Ability to assist with developing the program.
  • Ability to contribute expertise in the development and implementation of policies, procedures and standards in the area of expertise.
  • Ability to effectively express ideas orally and in writing.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION and/or EXPERIENCE

  • Can NOT be enrolled into an Educational Course at the time of hire.
  • Once hired you will be required to enroll into an approved educational course.
  • No previous work experience required

CERTIFICATES, LICENSES, REGISTRATIONS

  • Possession of California driver license preferred

Early Childhood Education

  • Current Pediatric CPR and First Aid certificate, preferred.
  • Current Food Handler’s Certificate, preferred.
  • Must have a current Child Care Providers Mandated Reporter certificate, or be able to complete the training within ninety (90) days from hire date.
  • Working towards attaining a Child Development Teacher Assistant permit from the California Teacher Credentialing department, preferred.
  • Must have tuberculosis (TB) clearance or obtain TB clearance before beginning work.
  • Must be able to pass fingerprinting (Live Scan) and criminal record clearance by the Department of Justice (DOJ) and Federal Bureau of Investigation (FBI).
  • Must have a Health Screening Report clearance before beginning work or must obtain the health clearance within seven (7) days from date of hire.
  • Must have Immunization records or must obtain vaccines within seven (7) days from date of hire.

TRAVEL REQUIREMENTS

  • Must be able to travel as needed/required.
  • Spikes will require travel up to two (2) weeks at a time with outdoor camping in primitive conditions or motel/hotel lodge required (NATURAL RESOURCES ONLY)

Ability to see for purposes of driving CCEC vehicles including depth perception. Requires hearing sufficient to be aware of traffic and road distractions/conditions and listen to passengers.

While performing the duties of this job, the employee is regularly exposed to outside conditions

(extreme heat and cold, wildlife, steep incline/uneven grounds, etc.) and warehouse environment. Driving a CCEC vehicle to conduct work; driving a vehicle during adverse weather conditions; working around machinery having moving parts and vehicles. Regular exposure to fumes (including fumes from vehicle and equipment operation), dust, gasses, and odors. Exposure to cleaning agents, chemicals, skin irritants, and electric shock. Must be able to enter bodies of water such as lakes, creeks, channels, rivers, etc.


PROGRAM DESCRIPTION

  • Paid Training- Natural Resources, Recycling, Early Childhood Education (ECE has other requirements you must fulfill after being approved by ETR and before being onboarded)
