Summary:
Assignment for this position shall be limited to not more than two (2) years without the express consent of the Public Works Director. Employees not achieving an Operator’s license within two years of the date of appointment of this position may be removed from employment with the City for failure to achieve this license. While serving in this temporary capacity, the employee performs semi-skilled work while being trained in the operation of a wastewater treatment plant, in order to become a Certified Wastewater Treatment Plant Operator, as mandated by the State of Florida. Works under close supervision of the assigned operator while being trained in the established procedures to manage, operate, repair and maintain the plant facilities. This position involves shift work.

Essential Duties and Responsibilities:
Assists in the operation and maintenance of equipment in the wastewater plant, including inspecting, lubricating and maintaining motors, pumps, screens, gauges and meters.

Assists in adjusting chemical feed systems and equipment.

Reads flow meters, charts and logs, takes samples for laboratory analysis and makes necessary adjustments in the treatment process as directed.

Makes repairs to plant equipment as directed and is responsible for plant operation during assigned shift.

Ability to safely operate plant vehicles such as fork trucks, Utility Vehicles and Semi Trucks.

Maintains daily log during assigned shift.

Working knowledge of computers and programs such as SCADA, Microsoft® Office.

Completes proper work sheets and inputs data on computer.

Ensures all areas of facility are kept in a safe, clean, neat and orderly condition at all times by inspecting, hosing, sweeping and organizing areas as needed to eliminate slip, trip and other hazards.

Assists in preparation for, response to, and recovery from, the impacts of a wide variety of disasters or emergency situations and may be temporarily assigned to other duties, locations, and shifts.

Meets attendance requirements.

Promotes positive customer service environment internally and externally.

Performs other job-related functions as assigned.

Supervisory Responsibilities:
None.

Education and/or Experience:
High school diploma, G.E.D. or other certificate of competency.

Qualification Requirements:

Must be able to obtain, within two (2) years employment, a minimum Class "C" Operators Certification in Wastewater issued by the Florida Department of Environmental Protection (may be extended at the exclusive discretion of the Public Works Director).

Possession of a valid Florida Driver’s License.

Ability to learn methods and practices of modern wastewater treatment and operating procedures.

Ability to learn the function and mechanics of plant equipment and the ability to understand electrical functions as they relate to plant operation.

Ability to check the operation of plant equipment and to detect problems with plant operation.

Ability to understand and execute oral and written instructions.

Ability to take accurate readings, keep routine records and make simple reports when requested.

Ability to learn complete working knowledge of hazards and safety precautions connected with the performance of work duties.

Ability to develop skill in the use and maintenance of all tools, machines and equipment used in the performance of work.

Must be available for overtime and emergency call-outs when necessary and also have an available telephone number.

Sufficient physical strength and agility to perform a variety of activities to include climbing of stairs, turning of large valves, occasional heavy manual labor, and plant monitoring activities for extended periods of time, often under adverse weather conditions.

The noise level in the work environment is moderate to high.

The temperature level in the typical work environment is moderate to high, usually ranging between 60 to 90 degrees F seasonally dependent. During winter months the temperature in the morning and evening hours can occasionally be below freezing or 32 degrees F for short duration periods.

Several wastewater system components are included in the work environment. Several chemical feed systems make up a portion of the system environment and Safety Data Sheets (SDS) are available for review to insure employee is familiar with appropriate safe handling procedures associated with each chemical of interest.

Additional adverse conditions are present in work environment typical to those associated with sanitary sewer systems to include solid, liquid and gaseous forms of domestic and industrial waste streams having periodic septic characteristics.
