INTECON is looking to immediately add a Threat Specialist II within the NC3 Enterprise Center at USSTRATCOM at FT Meade, MD. This is contingent position based on award of the contract. In support of NC3 Enterprise Center (NEC) Systems Engineering and Integration (SE&I) Division, personnel shall provide support for the Enterprise Sustainment & Evolution branch and the Enterprise Mission Management branch in the following areas: Program and Mission Management, Configuration Management, Technical Standards, Mission Engineering Analysis, Evolution, and Architecture

Responsibilities:

Systems Engineering – Technical Standards

  • Conduct mission engineering studies to guide decisions focused on the end-to-end mission to identify new or enhanced capabilities and provide impacts of performance levels on NC3 system of systems. This shall include documenting the action of the study (i.e., TOR), recommending (and coordinating with) study participants, setting up and facilitating meeting, defining timeline and deliverables. Study topic will be classified up to the TS/SCI level.”
  • Produce Engineering analysis reports that recommends to SE&I logical next steps of action based on documented gaps, studies, roadmaps, plans and solution sets.
  • Provide system engineering expertise to evaluate and ensure upgrades, integration, test, transformation efforts of NC3/NLCC systems and sub-components are executed as planned. Assess the NC3/NLCC systems and sub-component's ability meet the mission requirements and operate as designed.
  • Support limited scope technical quick reaction (e.g., two weeks turn around) analysis of NC3/NLCC systems issues in support of the NC3/NLCC community.
  • Support vulnerability analysis of the NC3/NLCC architecture and a variety of assessments (threat assessment, performance assessment, capability assessments, platform assessment and cyber threat assessments) of the NC3/NLCC Systems.
  • Advise and assist the Government in defining of NC3 Enterprise Figures of Merit (FOM) target for model base systems engineering and Mission engineering (ME) studies. These shall include Measures of Effectiveness & Performance (MOE and MOPs), as well as other relevant performance criteria targeting measurement at the System of Systems level.
  • Assist the Government in developing and maintaining the currency of Integrated Capability Schedules (ICS) and Plan of Actions and Milestones (POA&M) for the specific NC3/NLCC end-to-end capabilities (i.e., program of record, JCTD Studies).
  • Provide assistance to develop and update, on an annual basis, the NC3 Enterprise level Systems Engineering (SE) Plan.
  • Annually publish NC3 Enterprise 'NC3 Scenarios' document, and quarterly update "Threat Assessment' report.
  • Support the execution of computer simulations and assessments evaluating the impacts of nuclear weapons and tactics of adversaries on the NC3 communication systems.
  • Advise and assist the Government in the development of a transition plan for the implementation of mission engineering study recommendations. Support personnel shall propose, scope, frame, document, and track execution of specified transition projects that are successfully defended and resourced.
  • Assess the NLCC/NC3 architecture using computer simulations and models to evaluate how well communications work in a benign and stressed nuclear environment. Generate reports and briefs using the results.

Requirements

  • Shall be a US Citizen
  • Must have five years of experience in the following:
    • Developing comprehensive, “total” solutions to threat-related problems—be they internal to the customer environment, domestic, or foreign.
    • Assisting in threat identification and assessment, threat reduction measures, crisis management, consequence management, and training and performance support.
    • Conducting limited threat, vulnerability, and capability assessments including anti-terrorism scenario modeling and simulations. Identifying and implementing threat reduction measures including plans, policies, and procedures; risk management planning; physical and cyber security; and business continuity planning.
    • Performing consequence activities including disaster recovery, restoration of operations, logistics management, information recovery, medical support, and decontamination.

Clearance requirements:

  • Must have a Top Secret (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI), Nuclear Command and Control - Extremely Sensitive Information (NC2-ESI), North Atlantic Treaty Organization (NATO) and Special Access Required (SAR) classified material, Communications Security (COMSEC) Information, Restricted Data (RD), Formally restricted Data (FRD), Critical Nuclear Weapon Design Information (CNWDI), and Foreign Government.

Education Requirements:

Threat Specialist II must possess a BS or BA degree in one of the following fields: Engineering, Computer Science, or an educational Equivalent.
