About the Position
The 2018 USAID Education Policy aims to achieve sustained, measurable improvements in learning outcomes and skills development. This policy applies to education programming across all levels (from pre-primary through higher education), and focuses on building foundational skills in literacy, numeracy, and social-emotional learning (SEL).
In support of the 2018 policy, and drawing on lessons learned and efforts in early grade reading made since the 2011 Education Policy, the Center for Education is seeking an Upper Primary Education Specialist Consultant (Consultant) to support USAID's foundational skills efforts. This consultant will build a knowledge base of best practices and work to date related to strengthening learning outcomes in the upper primary years to build on system-level improvements in foundational skills in the early grades. The Consultant will draw on the evidence-base of the upper primary years, focusing on the learning continuum and how upper primary interventions can align with and support foundational skill interventions. Level of Effort for this assignment is expected to be for 32 days over a 3-6 month period.
Responsibilities

  • Conduct background research or literature reviews to inform the development and evaluation of best practices.
  • Develop a landscape analysis outlining the strengths, resources, and needs of upper primary education systems to ensure designed frameworks are compatible within their respective contexts.
  • Develop a how-to note providing recommendations to assist USAID Missions in implementing the Center for Education's policies and strategies.
  • Participate in and contribute to focus groups and/or feedback discussions for materials produced.

Qualifications

  • Bachelor's degree in education or relevant field of study.
  • A minimum of six (6) years of experience in basic international education.
  • Expertise in primary education, with specific experience in upper primary education.
  • A demonstrated understanding of USAID's education portfolio, the Reading MATTERS framework components, and USAID's approach to foundational skills.
  • Strong research, investigative, and analytical skills.
  • Proficiency in research design, research report writing, and source analysis.
  • Ability to synthesize large amounts of information into a digestible report.

Preferred Qualifications

  • Fluency in a foreign language (e.g. Spanish, French).
