Prepare bid specification for items to be purchased with federal funds and prepare bidding documents, including notice and instruction to bidders, specifications, and form of proposal. 2. Analyze cost analysis, bid, quotations and make recommendations regarding awarding of contracts. 3. Work with supplier representative to ensure full understanding of bid requirements and to maintain awareness of product changes, price changes, or other information that could materially affect purchasing of items. 4. Develop and maintain relationships with existing and prospective vendors that promote a positive public image. 5. Confer with vendors to obtain product or service information, such as price, availability, and delivery schedule. 6. Determine the correct method of procurement, such as micro, small, oar formal purchase or bid. 7. Assists staff and user departments in resolving procurement problems. 8. Discuss defective or unacceptable goods or services with users, vendors, and others to determine the source of concern and appropriate corrective action.

9. Approve requisitions as needed, verifying they are in compliance with purchasing guidelines and federal regulations. 10. Negotiate terms and other items with vendors, as necessary. 11. Initiate bid acceptance or rejection by mail or facsimile. 12. Inform applicable employees of bid awards including specific prices and conditions. 13. Participate in comprehensive monitoring protocols and regulations of USDA, EDGAR, ESSER, and TDA by attending meetings, webinars, trainings and opportunities. 14. Coordinate and/or participate in vendor fairs. 15. Assist with ensuring purchasing procedures and guidance are updated timely to reflect current federal and state laws and District policies 16. Assist with facilitation and participate in annual training opportunities for district employees. 17. Work with vendors in regard to supply and equipment availability, invoices, purchase orders, and contracts. 18. Work cooperatively with district personnel to determine specific requirements and assist in locating necessary goods and services. 19. Prepare correspondence, forms, manuals, reports purchase orders, and payment authorizations using personal computer. 20. Compile, maintain, and file all reports, records and other documents as required. 21. Ensure good stewardship of District Funds by utilizing internal control procedures to safeguard District assets. 22. Participate in various special projects, as assigned. 23. Perform all other duties, as assigned.

Job Type: Full-time

Pay: From $206.67 per day
