Purpose of Position

Why does the job exist?

This position is created solely to support the specialized work in the Internet Crimes Against Children (ICAC) and Human Trafficking Unit and the staggering number of cases that has increased in recent years. This position will collect, review and analyze relevant information related to crime patterns and trend correlations and to assist the operational and administrative personnel in planning the deployment of resources for the prevention of criminal activities for the Internet Crimes Against Children (ICAC) and Human Trafficking (HT) Units within the Special Investigations Division (SID).

How does it get done?

Data Management - 50%
Primary CyberTip Analyst responsible for downloading (which will include, but not limited to Child Pornography, Child Sexual Tourism, Extra Familial Abuse and Human Trafficking), analysis and management of CyberTip reports received from the National Center for Missing and Exploited Children (NCMEC), Polaris- The National Human Trafficking Hotline and the Life Link.
Reconcile or dispose of complaints, inquiries or violations of laws, regarding ICAC and HT. Collects, reviews and analyzes relevant data. from social media, police records, etc. and other public and law enforcement information sources, evaluates the various information, verifies its accuracy, and transforms it into viable intelligence to assist law enforcement. Assigns cases for ICAC/HT, maintains database and provides investigative assistance to internal and external law enforcement agents regarding cases.
Investigative - 40%
Provides criminal analysis to appropriate units, task force and other law enforcement and identifies crime patterns, hot spots, and trends related to criminal offenses. Obtains subpoenas, assists in Search Warrants, handling and documenting evidence at scene, and testifying in court proceedings. Processes evidence to SID vault and assists with evidence property management. Prepare monthly, quarterly, and annual investigative reports for use by ICAC and HT personnel and prosecutors, as well as testify in court proceedings concerning the investigations. Supports a number of department functions for special operations, tactical units, investigations, planning and research, crime prevention, and administrative services.
Training and Public Outreach - 10%
Provides ICAC Program instruction to external Law Enforcement Agencies designated to ICAC and to the general public. Attend periodic training under the auspices of the ICAC and HT programs to keep abreast of investigative techniques, developing technologies and broaden the Analyst¿s knowledge, skill and abilities. Facilitates partnerships with other agencies and organizations. Attends monthly ICAC/HT meetings as required or directed.

A successful candidate will have the ability to use basic computer applications, the ability to work independently, the ability to maintain strict confidentiality and the physical strength and stamina sufficient to perform the duties of this position.

Minimum Qualification

Bachelor's degree from an accredited college or university in Accounting, Business Administration, Finance, Public Administration, Criminology or other related field and two (2) years of experience in accounting, auditing and investigation, or insurance adjusting and investigating or investigative report writing. Must posses a valid drivers license and pass a background check.

Working Conditions

State of New Mexico employees may be impacted by the Public Health Order dated August 12, 2022, which requires facilities licensed or certified by the Centers for Medicare and Medicaid Services ("CMS"), including all hospital types, long-term care facilities, nursing homes, hospice facilities and rehabilitation facilities, as well as assisted living facilities and adult day care settings, to adhere to all COVID-related requirements prescribed by CMS, including, but not limited to masking and staff vaccination. Statewide travel, possible extended and varied hours. Must be willing to
function in an undercover capacity and conduct surveillance activity, which may require work outside normal working hours.
Occasionally work in outside weather conditions.

In addition, employees working in State correctional facilities who have the potential for direct or indirect exposure to inmates are required to be vaccinated against COVID-19.

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
