POSITION
: SPECIAL EDUCATION – TEACHER SPECIALIST– CHILD FIND PROGRAM

11 Month Position


LOCATION: Calvert Country School


POSITION SUMMARY
: Oversees the Calvert County Public Schools’ Child Find Program and all aspects of the special education process for eligible children ages 3 through 5. Manages and coordinates multiple appointments and meetings to ensure adherence to legal requirements of the Individuals with Disabilities Act (IDEA) and Maryland regulations (COMAR) regarding the special education process to meet required timelines. Coordinates and conducts intake, screening, assessment, eligibility, and IEP development for children ages 3-5 years old not currently attending school who are suspected of having a disability warranting special education and related services. Works collaboratively and regularly communicates with families, childcare providers, local community agencies such as Department of Social Services, local elementary schools, other school districts, etc. Coordinates schedules with Calvert County Infants and Toddlers Program to meet transition requirements for children transitioning from Part C to Part B. Maintains accurate records and data for timely submission related to the special education process.

EDUCATION, CERTIFICATION AND EXPERIENCE
:

At the time of application, the candidate must hold or be eligible for:

  • Master's degree required in special education or related field.
  • Advanced Professional Certificate
  • A minimum of three (3) years of successful teaching experience in Special Education or experience providing a related service.
  • Experience facilitating IEP meetings.


KNOWLEDGE, ABILITIES AND SKILLS

  • Demonstrated ability in written and oral communication.
  • Knowledge of federal and state laws and regulations regarding special education especially related to the birth to five years population.
  • Knowledge of technology to collect and analyze data.
  • Demonstrated ability to relate effectively to young children, parents, staff, and community members.
  • Demonstrated ability to maintain rapport with persons from diverse groups.
  • Possess a valid driver's license and motor vehicle insurance.
  • Demonstrated success in accomplishing tasks akin to those responsibilities listed below.
  • Such alternatives to the above qualifications as the Calvert County Public Schools may find appropriate and acceptable.

ESSENTIAL JOB FUNCTIONS, RESPONSIBILITIES, AND DUTIES:


  • Serves as single point of entry for all referrals from parents, community agencies, or other sources for Child Find.
  • Coordinates scheduling of meetings and evaluations of preschool children referred to Child Find.
  • Exhibits knowledge of typical developmental milestones for children birth through five years.
  • Conducts developmentally appropriate evaluations for students ages three through five and writes assessment reports, as needed.
  • Serves as Individualized Education Program (IEP) chairperson.
  • Facilitates IEP decisions related to Individuals with Disabilities Act (IDEA) eligibility, IEP development, and provision of services.
  • Prepares in advance specific portions of the draft IEP. Completes all required forms related to the IEP process, following compliance requirements, federal, state, and local laws and regulations.
  • Enters new children in Maryland online IEP system.
  • Engages in frequent communication with families, community representatives and other school districts.
  • Participates in required professional development trainings regarding IEP process such as Child Outcome Summary (COS), etc.
  • Conducts community outreach and acts as a representative for the Child Find program at community events.
  • Collaborates with special educators, related services providers, Infant-Toddler program staff to provide smooth transitions for children and families between Individual Family Service Plans (IFSP) and IEP processes.
  • Distributes and discusses information with parents regarding the IEP process, disabilities, typical development, home strategies, and community resources.
  • Provides staff and/or parent trainings related to early intervention topics.
  • Availability during summer is essential to meet the needs of the program.
  • Thinks, concentrates, and interacts positively with others.
  • Comes to work promptly every day.
  • Works flexible hours as necessary.
  • Works under stress and meets all deadlines.
  • Travels from school to school as necessary.


OTHER JOB DUTIES
: (Duties listed are not intended to be all inclusive nor limit duties that might reasonably be assigned.) Performs related work as required or assigned by the Director of Special Education and/or Supervisor(s) of Special Education.


PHYSICAL DEMANDS
: Ability to work with young children at small tables and on the floor. Work is performed in a school environment/office setting.


UNUSUAL DEMANDS
: Compliance with state and federal regulations for special education.


FLSA STATUS
: Exempt


TERMS OF EMPLOYMENT
: Eleven (11) month position and salary commensurate with qualifications and experience applied to the current Calvert County Public Schools salary schedule for teachers. All employees are encouraged to have automatic payroll deposit.


EVALUATION
: Performance will be evaluated in accordance with the policy on evaluation as established by the Calvert County Public Schools.

Federal law requires that a new employee must complete the Employment Eligibility Verification (Form I-9) in person before beginning employment. Employment is conditional upon successful completion of a drug screen. Current employees of the Calvert County Public Schools are exempt from these requirements.
