Rate of Pay: $25.62 to $29.53 per hour (Depending on Education and Experience)

Hours: 40 hours per week, 10 months/year

JOB DESCRIPTION
POSITION TITLE: Site Supervisor/Lead Teacher HS Preschool I-II
PROGRAM: Head Start Child Development Program
REPORTS TO: Assigned Child Development Supervisor
SUPERVISORY RESPONSIBILITY: Yes
FLSA/IWC STATUS: NON-EXEMPT

I. POSITION OVERVIEW
Under the supervision of the assigned Child Development Supervisor (CDS), this position is responsible for the overall,
day-to-day operation of a Head Start Child Development Center. Primary responsibilities include the overall planning and
implementation of the curriculum, operation of the classroom, including assessment, screening, and education of
children, the supervision of site staff, as well as ensuring the center is operated in compliance with all applicable
regulations, policies, and procedures. Additional key responsibilities include ensuring the facility is safe, clean, and well-
maintained.
II. JOB DUTIES AND RESPONSIBILITIES
1. Responsible for the health and safety of children enrolled at the site while under our care.
2. Manages the daily operation of the center program operation and classroom in compliance with the
requirements of Community Care Licensing Regulations, HS Performance Standards, State Funding Terms and
Conditions (CSPP) where required and NCO policies and procedures
3. Promotes positive adult-child interactions; sensory and language rich environments; inclusive and
developmentally appropriate practices; curriculum fidelity; and school readiness
4. Plans and implements curriculum according to the HSPPS and CSPP where required and posts weekly lesson
plans
5. Communicates with parents/guardians regarding center activities and child development information by
conducting two home visits and two conferences during the program year and through monthly parent events,
classroom bulletin boards, etc.
6. Supervises and evaluates site staff with input from Specialists and program managers, as needed. Conducts
regular supervision sessions with site staff.
7. Monitors work hours of site employees and approves timecards in a timely manner; maintains on-site personnel
files as required by Community Care Licensing and program policies and procedures; sets work schedules and
monitors work hours of site employees
8. Assists in the implementation of recommended strategies for children, classrooms, and individual staff.
9. Keeps required records, documents services and follow-up, and ensures compliance with HS Performance
Standards in education and special education service areas
10. Administers a developmental screening tool to each child within 45 days of enrollment and regularly performs
ongoing assessment of the child’s development throughout the school year
11. Coordinate the referral of children with suspected disabilities with the appropriate HSCDP staff and LEA.
12. Facilitates activities with LEA and/or HSCDP staff to ensure a smooth transition between programs
13. Models Positive Behavior Supports in working with adults and children
14. Acts as the primary contact regarding site security; serves as liaison with landlord/school district
15. Ensure the timely maintenance and the cleanliness of the center facility and playground; including supervising
and participating in the daily cleaning of the classroom (i.e., sweeping and mopping floors, sanitizing
bathrooms, etc.)
16. Manages the ordering of janitorial and office supplies and classroom materials as needed for the site following
budgetary limits and approved purchasing system
17. Coordinates regularly scheduled community outreach activities; is an active participant in ongoing program
recruitment activities.
18. Mobilizes parent(s) or guardians(s) and other volunteers to work in the classroom; oversees orientation,

supervision of and guidance to classroom volunteers.
19. Recruits, orients, and maintains a list of qualified substitutes for teaching and Cook positions. Works with
Nutrition Coordinator to ensure that all kitchen substitutes are trained.
20. Actively participates in planning, decision-making, and problem-solving responsibilities with other staff and
families.
21. Works to improve the consistency and effectiveness of and collaboration between HS service areas
22. Facilitates weekly meetings; site staff meeting, curriculum planning meetings, and child team or case
management meetings as needed. Promotes communication within the site and provides leadership in
managing conflicts.
23. Monitors driver status of site staff members in compliance with NCO policies; forwards updated documents to
HR as provided by staff
24. Coordinates carpooling and transportation of staff to in-service training sessions and meetings
25. Maintains position qualification requirements and current professional development plan with assistance from
supervising staff to prepare for upcoming position qualification requirement changes.

27. Generate, collect, and document non-federal match.
28. For bilingual employees, performs all job duties utilizing dual language ability as necessary to provide optimum
support and services for clients and HSCDP staff.

III. JOB QUALIFICATIONS
Education, Training and Experience:
- The following education and/or experience criteria are required to qualify for the designated level
- Level I: An associate degree from an accredited school in Child Development/Early Childhood Education (CDV,
- Level II: Bachelor’s degree from an accredited school in Child Development/Early Childhood Education (CDV,
- Level I and II:
- Degree must include 24 ECE, 6 administration and 2 adult supervision units.
- Must have 3 Infant/Toddler CDV/ECE core units (EHS sites only)
- A minimum of two years of recent early childhood classroom experience
- Preference for one year of staff supervision experience and two years’ experience working with low-income
License & Certification
- Must possess a current California Department of Education (CDE) Site Supervisor Permit or higher.
- Must have a minimum of 15 hours of Preventative Child Health and Safety training and maintain a current Infant
and Child CPR First Aid certification or complete these requirements within 3 months of being hired.

Knowledge of:
- Principles and practices of Early Childhood Education/Child Development
- Must be proficient in use of computers and a variety of software programs, including web-based platforms; must
- CA Licensing regulations (Title 22/Title 5) preferred.
- Group facilitations skills and experience preferred.
Ability to:
- Develop and implement effective lesson plans with team teaching approach.
- Communicate clearly and appropriately both verbally and in writing in English (required); bilingual ability
- Maintain professional relationships with staff, children, and families.
- Demonstrated ability to motivate, engage with, and work effectively and appropriately with children, parents,

- Must be at least 18 years of age.
- For work-related driving, must have a valid California driver’s license, a verifiable good driving record, and
automobile insurance.

occasional aspect of this job.
