SRNS’ NNSA Operations & Programs operates the Savannah River Tritium Enterprise, the nation’s only facilities for extracting, recycling, purifying and reloading tritium, a radioactive isotope of hydrogen that is a key element of modern nuclear weapons. SRTE supports five tritium and gas transfer system-related missions on behalf of NNSA: tritium supply, stockpile maintenance, stockpile evaluation, helium-3 recovery, and research and development (R&D).

Position is senior management on shift and is responsible for supervising all facility operating activities in all DP facilities. Directs all aspects of Tritium Operations on the assigned shift and makes decisions that provide direction to all persons in each work group. Position has matrix responsibility for Maintenance, E&l, Work Control, Laboratory, Construction, Start-Up, QA, IH, Technical and RCO personnel. Functions as on-shift senior management during back shifts, weekends, and holidays. Independently makes decisions regarding emergency action

Note: these SOM duties pertain to all facilities within Defense Programs. On backshifts and weekends, the SOM is the ranking Defense Programs Manager on duty)
1)Responsible and accountable for safety in each of the facilities. Recognize and act in a manner necessary to ensure that safety is analyzed and implemented in each task performed. Obtain required safety training, obey safety rules, enforce standards associated with others obeying safety rules, take necessary steps to stop work if continuing is unsafe or will create an unsafe condition, participate in and encourage others’ participation in the BBS program, understand and use the AHA program effectively.
2)Initiate emergency procedures when required. Maintain the overall safety focus for all of the facilities and the personnel during emergency situations. Responsible for emergency classification per EALs, notification, and mitigation of events to place the plant in a safe state. Responsible for SIRIM classification and initial SIRIM/ORPs reports.
3)Set and enforce the standard in all facilities for all work groups for conduct of operations per the site 2S requirements with specific focus on procedure quality, procedure compliance, logkeeping, shift routines and operating practices, housekeeping, system status control, contamination control, communications, and control of work. Monitor and enforce the standards daily in the operations organization and in support organizations.
4)Manage the shift for all facilities to ensure that production goals are met in a safe and disciplined manner.
5)Provide direct interface to the NNSA facility representatives as needed for notifications of events and feedback on plant operating conditions.
6)Ensure that TSRs are fully understood by shift personnel and that implementation of the requirements are performed as required. This includes recognition of LCO conditions, proper response to/documentation of LCO conditions, proper completion and documentation of surveillances.
7)Ensure that the facilities are operating within the safety basis, within environmental permits, and per procedures. Has the authority and duty to shutdown plant operations or direct any other action to ensure that the plant is in a safe condition if conditions/indicators indicate operation outside of these controls.
8)Ensure that the shift for all facilities review procedure changes, plant modifications such as design changes or temporary modifications, shift orders, and other documentation as needed prior to implementation of work that may be impacted by the changes.
9)Responsible for training and development of personnel on assigned shifts in all facilities. This includes performance of OJTs/JPMs for assigned personnel as well as mentoring and coaching.
10)Ensure that personnel administrative functions are handled per schedules to include correct TACs entry and approval, assistance with development/approval of perfomance reviews.
11)Responsible for setting shift priorities for all work groups including operations, RadCon, laboratories, maintenance, quality, IH, construction, and startup. Priorities will be set based on SOM’s overall knowledge of DP objectives and goals.
12)Authorize the installation and establishment of lockouts/tagouts. Ensures only those holding required qualifications and demonstrating required proficiency in the hazardous energy control program are involved in these activities.
13)Ensure that the shifts for all facilities are adequately manned for the work scheduled. Ensures that the staffing complies with TSR and emergency response requirements. Has the authority to modify work schedules or call in additional personnel as needed to ensure the objectives are safely met.
14)Performs a walkdown of all facilities at least once per shift to observe work in progress, inspect plant conditions, and set performance expectations for personnel.
15)Ensure that design modifications, small project implementation, and other types of modifications are implemented safely and have the correct post maintenance testing performed and accepted prior to returning the systems to service.
16)Perform special studies and/or special tasks as requested by management. Examples of these studies include things such as staffing impacts/production impacts due to varying budget scenarios, plant impacts due to planned outage work, special self-assessment topics, and participation on site initiatives.
17)Provide mentoring and coaching to new SOMs on duties and performance expectations. Provide backup coverage for the Facility Operations Manager when requested.

Basic Education Qualifications

High School Diploma, GED, or other equivalent State Credential

Other Required Qualifications

Ability to obtain and maintain a Q level security clearance.

Preferred Qualifications

Nuclear experience preferred.

Supervision experience in manufacturing, nuclear, military, or other industrial experience.

Leadership capability to directly manage Control Room Operations, and coordinate all other organizations required to maintain facility Operations.

Knowledge of DOE Orders, Tritium and SRS administrative practices, and Tritium operating and alarm procedures.

Ability to pass comprehensive exam and Oral Board if required for position.
