The NYC Department of Buildings (DOB) is responsible for ensuring the safe and lawful use of buildings and properties by enforcing the NYC Construction Codes, Energy Code and Zoning Resolution. Under direction, with wide latitude for independent initiative and judgment, performs difficult professional work in the analysis of risks in the Agency’s operations:
  • Manage the Agency’s risk identification and mitigation programs.
  • Perform complex data collection and coding on a variety of risk-related issues including public sector and building industry corruption and misconduct, construction safety, and best practices of risk management and analysis.
  • Review, develop, and refine periodic risk and compliance performance metrics measuring internal risk factors.
  • Conduct analysis and reporting for internal and external agency audit follow up to identify trends and non-compliance.
  • Interview staff at all levels across the Agency on identified risks in their business processes.
  • Create dashboards to display risk and anomaly metrics. Create periodic and ad hoc reports on risk vulnerability metrics.
  • Design and present data anomaly reports to senior staff and operations personnel.
  • Review existing policies and assists in developing new Standard Operating Procedures (SOPs) for high-risk processes.
  • Conduct quality control on data streams used in risk metric reporting.
  • Develop and conduct training on quality control, report methodology and design, and risk mitigation.
  • Perform, and train other analysts to perform, extensive quality control checks on report output.
  • Supervise, train, and evaluate assigned staff.
  • Perform other duties, as assigned.

Minimum Qual Requirements

1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee
benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and three years of satisfactory full-time professional experience in the areas described in “1" above.

Preferred Skills

  • Excellent written and verbal communication and interpersonal skills
  • Advanced understanding of Microsoft Excel and Access including advanced formulas, conditionals, pivot tables, visualization, and chart generation
  • Ability to meet deadlines and manage multiple projects in a timely manner
  • Ability to analyze and understand complex business processes
  • Ability to work independently and collaboratively, with a high degree of attention to detail
  • Experience working in a professional environment with technical and non-technical staff
  • Experience using Oracle BI
  • Experience accessing, cleansing, and integrating data from disparate systems to inform operational and strategic decision making
  • Ability to program in one or more of the following: Python, R, C++, Java, SQL a plus

SALARY INFORMATION
The salary for this position is $81,203.
