Description
This position is responsible for leadership of a team of Transmission & Distribution purchasing professionals within the Procurement Department of the Construction Global Practice. This includes responsibility for growing a commercially sound purchasing team that leverages company spend and executes procurement strategies to reduce construction delays and ensure EP, EPC, EPCM, JV, and program management projects across the Transmission & Distribution Global Practice obtain the best possible goods & services, quality, and price.
Specific areas of responsibility include the following, but is not limited to:
- Promote a “Safety First” workplace culture and Burns & McDonnell’s core values of client satisfaction, commitment, dedication, integrity, safety, and overall outstanding service.
- Lead, allocate resources, and manage all aspects of purchasing support services across the Transmission & Distribution Global Practice.
- Work closely with project procurement managers, procurement department leadership, construction director, Global Practice and Regional Office leadership to identify purchasing needs, allocate resources to projects, and expand procurement services within Transmission & Distribution.
- Establish section objectives and requirements.
- Establish a long-term strategic plan for profitable growth of the section.
- Market procurement services to internal and external clients.
- Execute procurement services on EP, EPC, EPCM, JV, and program management projects.
- Ensure efficient, cost-effective utilization of Purchasing staff.
- Anticipate and solve complex Procurement problems.
- Facilitate complex supplier negotiations independently.
- Knowledge of prime contracts and ability to establish project specific terms and conditions
- Support proposal development efforts; responsible for procurement scoping, procurement execution plan development, material pricing for long lead critical path equipment, and procurement services labor estimate development.
- Create, cultivate, and maintain key relationships within supplier organizations.
- Manage and effectively resolve supplier performance issues.
- Promote and ensure ethical procurement practices in accordance with code of business conduct requirements and procurement procedures are adhered to.
- Collaborate across offices, domestically and internationally, to ensure consistency in procurement work process.
- Establish a track record of attracting, recruiting, developing, and retaining top procurement talent.
- Effectively managing performance of Transmission & Distribution purchasing staff.
- Organize, lead, and conduct annual performance appraisal process for team members.
- All other duties assigned.
Qualifications

- Bachelor’s degree in Business, Supply Chain Management, Construction, Law or related field from an accredited curriculum.
- Minimum 7 years related professional experience in Procurement supporting EPC projects.
- Ability to execute procurement scope on projects meeting or exceeding client expectations for quality, schedule, and budget.
- Understanding of Purchasing, Expediting, Supplier Quality, Freight & Logistics roles and responsibilities on EPC projects.
- Ability to multitask without sacrificing safety, quality, price, or schedule.
- Ability to work across Global Practices, multiple global office locations, and effectively navigate the organization to produce results.
- Ability to partner effectively with Burns & McDonnell Senior Management team
- Excellent written and verbal communication skills, interpersonal skills, and problem-solving skills.
- Proven negotiator.
- Understanding of commercial terms and conditions and upstream contracts.
- Possess an appetite for risk management via commercial contract protection.
- Ability to travel domestically and internationally as required.
