General Description

The Railroad Commission of Texas seeks an experienced and detail-oriented Human Resources Specialist to perform intermediate-level human resources management work. Work involves administering human resources management programs and ensuring compliance with state and federal laws and regulations. Work is performed at the direction of the Human Resources Director with moderate latitude for the use of initiative and independent judgment.

Essential Job Duties

  • Confers with managers/staff to resolve routine HR issues related to compensation, recruitment, benefits, leave provisions, and salary administration.
  • Responsible for preparing and maintaining various HR records and analysis of HR reports and reporting procedures.
  • Conducts audits of HR activities to ensure compliance with policies and procedures.
  • Assists with New Employee Orientation, entering employee benefits, answering questions, and completing the required Benefits Coordinator training program.
  • May process agency personnel actions in the agency’s HRIS system - Centralized Accounting Payroll and Personnel System (CAPPS) - in a timely and accurate manner.
  • Responsible for processing employee badges and parking permits.
  • Answer and route phone calls, take messages, and greet and direct visitors to the appropriate Human Resources (HR) staff.
  • Coordinates meetings, conferences, and seminars and may manage and maintain schedules and travel arrangements for members of the HR department.
  • Orders supplies for the team, makes purchase order entries, and partners with purchasing to make entries.
  • Assists members of the Human Resources department with completing special projects and administration of HR programs such as recruitment and selection, compensation, classification, employee relations, benefits, or organizational development.
  • Assists in planning, developing, revising, and implementing HR policies, procedures, and forms.
  • Responsible for maintaining the HR file room, including filing, and purging documents.
  • Performs other essential HR-related work as assigned, to maintain workflow.
  • Position may require some travel.

Qualifications


Minimum Qualifications

  • Bachelor's degree from an accredited four-year college/university.
  • Two (2) years' experience in professional work.
  • Proficient with Microsoft Word, Excel, PowerPoint, and Outlook.
  • Work in the office 50% of the time.
  • Experience and education may substitute for each other on a year-for-year basis.
  • Valid Texas Driver's License and good driving record.

Preferred Qualifications

  • Experience working in a Human Resources department.
  • Experience and knowledge of the principles and practices of State of Texas Human Resources.
  • Experience with Centralized Accounting Payroll and Personnel System (CAPPS) or other HRIS system.

  • Knowledge of basic Human Resources Management principles and practices, including programs such as recruiting, employee relations, state classification, and job evaluation and analysis.
  • Knowledge of state and federal laws and regulations governing personnel activities.

  • Ability to walk distances up to one mile indoors and outdoors.
  • Ability to reach low and high, push and pull heavy file drawers, and lift, carry, and move up to 30 pounds.

Work Hours and Telework: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained. The Commission may also offer telework based on the agency’s approved Telework Plan. Alternate work schedules and telework may be discussed with the hiring manager during the interview process.
