Responsible for implementing the NHTD and TBI HCBS waiver, interfacing with the NHTD and TBI housing support program and improving access to NHTD and TBI program supports. The RRDS must be skilled in assessing, identifying and addressing gaps in services. Efforts must be directed towards building NHTD and TBI community consortiums and developing NHTD and TBI provider competence. Emphasis should be placed on targeting special needs services for the NHTD and TBI population such as substance abuse treatment, neurobehavioral interventions and other unmet needs identified in the region they serve. It is the responsibility of the RRDS to promote consumer choice, quality and availability of service and program cost effectiveness.

ATTRIBUTES
Bachelor's Degree in Human Service Field required.
Masters in Public Administration preferred.
Two years of experience in directing, planning, service provision of community based TBI services.
RESPONSIBILITIES
Review Documents & Data. Review, monitor and approve HCBS waiver participant service plans which are developed by waiver providers. Once initial plans are approved by RRDS they are reviewed and/or revised every six months. Assist DOH with other regions when necessary, for example, when another RRDS is unavailable due to illness. In addition to approving initial service plans, the RRDS will review revised service plans every six months to monitor for quality and cost effectiveness.Interview potential waiver providers and make recommendations to DOH on whether to enroll them as providers based on the regional need and provider ability to deliver high quality, cost effective services to the TBI population. Provide training and technical assistance to waiver service providers on the needs of the individuals with TBI and how to develop waiver service plans.
Data & Training. Work closely with the DOH to provide data and input as needed regarding all aspects of the administration of the TBI waiver in their region. The RRDS is responsible for initial review and sign-off on all rental subsidy and housing support applications submitted by individuals and their waiver provider service coordinators. The RRDS provides housing training and technical assistance to waiver provider service coordinators.
Community Resource. The RRDS provides guidance to HCBS waiver provider service coordinators on the TBI housing QA/QI initiatives. The RRDS assists in developing the local affordable accessible housing infrastructure. The RRDS distributes TBI Housing Guidelines and addresses questions pertinent to Guidelines. The RRDS is initial contact for resolving issues with landlords. The RRDS is responsible for promoting and implementing the policies of the TBI housing support program, bringing all potential problem issues to the attention of DOH. Assist in the retrospective review of a sample of HCBS/TBI waiver plans as part of a quality assurance process and federal review requirements. Assist in review of current waiver service plans as needed.
