The P PD PROJECT MANAGEMENT Department of the P OPERATIONS PLANNING & CONSTRUCTION MANAGEMENT Division at Hawaiian Electric Company has 1 Management vacancy available. (Role: PROFESSIONAL AUTHORITY)
JOB FUNCTION:
Plans, organizes, and manages scope, schedule and costs of major Construction & Maintenance and programs and the construction phase for projects supporting the Energy Delivery capital and O&M goals. This requires management of and coordination between internal and external parties for programs from conceptualization/inception through planning, budgeting, design, approval, procurement, construction, placement in operation, and closing and projects during the construction phase. Serves as a focal point for all program/project matters and is responsible for meeting all program/project related objectives. Leads and implements LEAN continuous improvement best practices to enhance and achieve operational excellence with a safety mindset.
ESSENTIAL FUNCTIONS:
- Plans, organizes, and manages all program tasks associated with planning, budgeting, design, approval, procurement, construction, placement in operation, and closing of projects within the C&M programs. Provides leadership and work direction and secures commitment from team members in meeting milestones and program goals. Ensures team members have all resources, information, and direction necessary to successfully perform their jobs. Evaluates progress and performance of team members and implements personnel actions necessary to accomplish objectives including recognition, redirection, recruitment, and replacement of team members.
- Manages, organizes and coordinates assigned projects received from Engineering during the construction, operation and closing phase of the projects. Ensures C&M team members have all resources, information, and direction necessary to successfully construct their jobs and place projects into operation. Evaluates progress and performance of the team members and communicates with C&M Planning and Operations to accomplish objectives for the projects.
- Serves as the focal point for all programs/projects related matters. Works with and through community groups, neighborhood boards, government agencies, the media, other utilities and private companies, the City Council, the State Legislature, and the PUC to disseminate information, address concerns, obtain permits and approvals, and resolve project-related problems. Prepares and provides testimonies and presentations at internal strategic meetings, public meetings and regulatory hearings as necessary. For Engineering projects, this task is limited to supporting the project during the construction, operation and closing phases.
- Develops necessary strategies required to meet program/project goals. Makes early identification of potential problem areas. Solves problems to ensure attainment of program/project goals. Redirects planning, design, purchasing, permits/approvals or construction to prevent or minimize constraints or actions which may delay schedules or add costs to programs and projects in construction. Conducts inspections of construction sites as necessary.
- Develops and maintains program/project schedules. Prepares and presents program/project progress and cost reports internally and externally as required.
- Works with Regulatory Affairs, Budgets, Management Accounting & Financial Services, Community Relations, Government Relations, Corporate Communications, Legal, Energy Delivery departments, and others in obtaining approvals. Obtains Company authorizations for expenditures for funds for engineering, materials, and construction. Reviews and approves procurement for program permitting, design, material and construction and for project material and construction.
- Participates in Company emergency response activities as assigned.
BASIC QUALIFICATIONS:
Knowledge Requirements
- Extensive knowledge of project management principles, and engineering and construction practices in the transmission and distribution and/or generation fields, normally acquired through college-level training and/or equivalent experience.
- Project Management Professional (PMP) Certification from a nationally recognized organization such as the Project Management Institute (PMI), highly desirable.
- Licensed Professional Engineer in Civil, Structural, Mechanical, or Electrical branch or certified as a Planner by a nationally recognized professional society such as the American Institute of Certified Planners (AICP) is preferred.
- Working knowledge of personal computers and related software applications as used by Hawaiian Electric Company, Inc.
- Thorough knowledge of LEAN continuous improvement principles and best practices to achieve operational excellence.
- Thorough knowledge of SafeStart principles and best practices to achieve a safe workplace environment.

- Must be able to qualify for State of Hawaii's driver's license and HECO driver's license in order to drive to construction sites to conduct inspections.
Experience Requirements
- Extensive (8+ years) experience as a project manager, construction manager, designer, or engineer, with large complex projects, preferably within the electric utility industry.
- Several (3-5) years of project management experience for small to large engineering/construction projects.
- Experience with the regulatory, social, public affairs (neighborhood boards, community groups, government agencies, political leaders, media, etc.) processes involved with land use issues.
- Several (3-5) years of supervisory experience is desirable.
