The Nueces Center for Mental Health and Intellectual Disabilities (NCMHID) is dedicated to helping the residents of Nueces County who are living with mental illness and/or intellectual and developmental disabilities. Each year, we serve over 10,000 people with psychiatric and behavioral health care outpatient services, counseling, training, employment assistance, housing support, homeless outreach, children's mental health care and more. Perform health and safety duties as assigned at each Center site.

Salary: "Please note that the job posting rate for this position is $48,357.54 - $55,491.39, the salary offered will follow the starting salary guidelines which are typically made at or near the minimum of the salary range. However, a salary may be negotiated above the minimum range depending on applicable years of experience and qualifications."

General Description
Under the supervision of the Mental Health Service Director provides oversight and supervision of the SUD (Substance Use Disorders) Community Health Outreach program. The purpose of the program is to increase linkage and retention in substance use, mental health, and medical services for individuals living with substance use disorders. Will be responsible for project accountability, reporting, coordination and basic management of the day-to-day program operations, and 50% of time will be spent delivering direct participant services in order to meet contract performance measures. Work involves reviewing, evaluating and reporting of grant requirements to ensure compliance with grant standards. Will supervise the work of others. Networking and collaboration with community agencies to provide an array of services to individuals experiencing substance use disorder. Participates in mandated meetings and conference calls to meet grant requirements. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment
Minimum Qualification
Meet the competencies to become a DSHS Certified Community health worker. Have a minimum of 2 yrs experience in one or more of the following: substance use outreach or substance use intervention or substance use treatment. Have a minimum of 1 yr. experience in at least 2 of the following: working with prison populations; working with individuals experiencing housing instability; working with individuals with SUD, HIV/STDS, and/or behavioral health issues; community health work; or supervisory experience.
Preferred: 2 years' experience in management of a division or department relevant to the assignment. Bachelor's degree from an accredited college or university with a major in psychology, social work, medicine, nursing, rehabilitation, counseling, sociology, human growth and development, physician assistant, gerontology, special education, educational psychology, early childhood education or early childhood.

Knowledge, Skills, and Abilities
Knowledge of laws and regulations pertaining to grants and contract administration, of business administration principles and practices, and of research and budgeting processes.
Skill in grant preparation, development, evaluation, and monitoring; in report writing; in budget development and monitoring; and in the use of a computer and applicable software.
Ability to interpret guidelines, policies, procedures, and regulations; to evaluate fiscal data for reasonableness, necessity, and conformity with grant requirements; to communicate effectively; and to supervise the work of others.
Knowledge of interviewing and counseling techniques, assessment techniques and tools, and documentation requirements
Computer literate and able to type 55 wpm or more and be proficient with the use of Microsoft and Excel.
Knowledgeable and competent in discussing HIV, HCV, and other communicable diseases associated with substance use and be able to demonstrate ability to discuss sexuality openly and comfortably.
Knowledgeable and competent in discussing opioid overdose and be able to demonstrate ability to train individuals to use overdose reversal medications and harm reduction materials.
Must obtain Texas Dept. of State Health Services (DSHS) CHW certification within 6 months from date of contract execution or start date of employment.
In the course of being employed, understands, and implements trauma informed care practices. Must have reliable transportation. May use personal vehicle to conduct business.
Must always have a valid driver's license, liability insurance and a good driving record.
