Description
The Program Manager (HSC4) supports the department’s mission to improve the health of people in Washington State by managing specialized statewide program activities within the Office of Health Professions. Responsibilities currently include oversight in support of the roles and responsibilities for assigned professions; developing and implementing health policies and procedures; and providing program expertise for the development of interpretive statements and rules and legislation review.
This position is designated by the appointing authority as a technical specialist that serves as an agency wide expert on issues of high visibility and high sensitivity that has the authority to act on behalf the department.
This is a full-time, permanent Health Services Consultant 4 (HSC4) within the division Health Systems Quality Assurance, Office of Health Professions.
The duty station for this position is in Tumwater, WA. Telework (mobile work) is currently expected. When approved, the incumbent is expected to report to the duty station for work activities. Partial telecommuting may be an option subject to supervisory approval. It is anticipated that the incumbent would be expected to report to the Tumwater, Town Center 2, duty station for work activities 4-5 days monthly.

Tumwater is located in Thurston County, Washington, homelands of the Coast Salish Peoples, including those recognized today as the Confederated Tribes of the Chehalis Reservation, and the Nisqually and Squaxin Indian Tribes. Duties Include
- Serving as a designated agency wide technical specialist and expert on the following highly visible and sensitive issues: primary contact for assigned boards, commissions and secretary regulated professions. Acts on behalf of the department for all assigned programs to develop and enforce regulations, set licensure and practice standards and enforcement of violations.
- Develops and reviews rules and legislation.
- Serves as Contact for Office of Health Professions Programs.
- Assists with Preparation and Monitoring of Budgets.
- Provides training for Board, Commission, Committee members and health professionals for all assigned programs. Provides Mentoring, Training, and Guidance to Program Support Staff and other new staff in division.

Required Qualifications
Option 1: Six (6) or more years of full-time professional management or consultative experience in a health care services program, which includes but not limited to rule, policy or legislative drafting and implementation, health services planning, representing a government or non-profit programs, health care administration, compiling and analyzing data for reporting.
Option 2: An Associate’s degree or higher; AND three (3) or more years of full-time professional management or consultative experience in a health services program, which includes but not limited to rule, policy or legislative drafting and implementation, health services planning, representing a government or non-profit programs, health care administration, compiling and analyzing data for reporting.
Option 3: A Bachelor’s degree or higher; AND 18 or more months of full-time professional management or consultative experience in a health services program, which includes but not limited to rule, policy or legislative drafting and implementation, health services planning, representing a government or non-profit programs, health care administration, compiling and analyzing data for reporting.
AND
One (1) year of experience in rule and policy drafting and development, or similar administrative program.
Desired Qualifications
- Bachelor’s degree or higher in a public health, health care administration, public or business administration, or allied field.
- One (1) or more years of experience in the following areas:
- Rule or policy drafting and development.
- Preparing written analysis of legislation.
- Representing a government or nonprofit organization to the public by responding to complex regulatory or public health questions.
- Working directly with interested parties on complex and high visibility regulatory issues.
