Position Description
CGI Federal is seeking a C5ISR Program Manager to work with a matrixed team to develop and implement a major procurement system. The Program Manager must have a collaborative personality with an entrepreneurial spirit, excellent communication skills with the ability to convey complex information to a wide audience pool (consultants through senior leadership), demonstrated experience navigating highly matrixed organizations and cross-Federal account teams, and demonstrate strong relationship management capabilities. The selected candidate will also be expected to lead task order pursuits and provide acquisition strategy support. Prospective candidates will work in a Hybrid environment but must reside in the DC/VA/MD Metro area.

Your future duties and responsibilities
- Responsible for all Program Management and technical efforts and overall performance through the optimization of staffing levels and FTE/subcontractor resources as one cohesive team
- Leads long-term positioning activities and the first phase of task order response activities
- Builds strong client relationships through direct client contacts
- Ensures proper assignment of team members, including Review Team Members; Collaborates with the program management team, team leads, and client partners to drive the strategic direction and innovation supporting customer requirements
- Drives innovation with technical teams to support customer vision and mission requirements
- Supports quick reaction capabilities and rapid prototyping efforts for urgent needs and contingency operations
- Facilitates development of win strategy, overall strategy, technical/management strategy, and pricing strategy/cost model
- Leads the development of customer profiles, including needs, issues, hopes, fears, biases
- Conducts competitive assessments, identifying the strengths and weaknesses of CGI and potential competitors
- Leads teaming activities
- Leads team development of the price/business proposal, including pricing reviews to ensure solution compatibility
- Prepares and leads Bid/No-Bid Review for task order responses that are determined in-strategy by account teams.
- Leads Gate Reviews, and coordinates with BU Account leads
- Develops and leads the B&P budget, coordinating and managing a small team including Proposal Manager, Pricing Manager, and Recruiting manager.
- Continually seek ways to improve communications and collaboration within and across teams
Required qualifications to be successful in this role
- 15 or more years of IT program management experience leading aspects of complex programs or subsequent Department of Defense (DoD) leadership responsibilities
- Bachelor's degree required; Engineering, IT or Military Acquisition experience preferred
- The ability to maintain a Secret level security clearance
- Experience staffing surge/lulls, Project Management, and Task Order handling
- Experience in the areas of mission command, communications, cyber, or intelligence
- Knowledge of Tactical Operations
- Expert-level understanding of the software development lifecycle and managing teams through the planning, analysis, design, implementation, testing and integration and maintenance of large-scale application roll outs
- PMP and ACAT I/II certification a plus.
