Notre Dame Turbomachinery Lab (NDTL)is a research and development organization focused on the execution of large-scale, high-energy, high-complexity testing supported by leading-edge computational and analysis capabilities. Located in a 25,000 square foot facility in downtown South Bend's Ignition Park, NDTL partners with industry and government in the development of advanced technologies required for conventional and high Mach air-breathing propulsion, energy generation, advanced thermal management, and energy storage solutions.
The next generation of hypersonic applications, including Mach 5 commercial aircraft, single-stage to orbit (SSTO) vehicles, and strategic national defense applications, are based on high Mach air-breathing engines. NDTL's infrastructure and staff expertise in high-energy, high-complexity R&D test programs make it a natural partner for the emerging challenges associated with this technology. Leveraging its capabilities and working with its R&D partners, NDTL has developed two new test facilities for high Mach airbreathing propulsion technologies.
The Program Development Specialist (PDS) at the NDTL has the primary responsibility to support the NDTL leadership in the development of new potential engineering and research engineering programs.
The PDS acts as a programmatic point of contact with funding agencies/sponsors for all bids, quotes, cost estimates, and proposals for NDTL engineering programs. The PDS also leads all proposal teams. The PDS collects all necessary documents, coordinates the technical scope of the work narrative, coordinates labor, hardware, and other resource estimates necessary to perform the tasks and prepares the NDTL budget, acts as a liaison with NDRA Pre-Award and Contract teams, and is responsible for delivering the quality final document on time.
The PDS understands and analyzes historical program data such as: technical scope of work, resources for technical tasks, cost performance vs. cost estimates, customer feedback, and applies that analysis to new programs bidding.
The PDS owns the new program preparation workflow and is responsible to improve and optimize the relevant processes. The PDS is aware of NDTL business strategy and status of customer relationships and the impact of these factors on proposal priority/strategic pricing. The PDS maintains a database of new work proposed and provides long-term resource projections on regular basis. This position allows flexibility of work location, with in-person and remote work schedules.
Minimum Qualifications:
- Bachelors degree (4 years)
- Strong Excel skills
- Project planning, and budgeting skills
- Extreme attention to detail
- proficiency in writing, and document editing
- data analysis
- financial and resource projections
Preferred Qualifications:
Demonstrated experience responding to requests for proposals from Aerospace Industry customers.
