Job Summary:

The Program Development Manager will oversee the development of new programs at EPIC `Ohana. The Program Development Manager will oversee the entire program development cycle from program definition and design to program implementation and evaluation. The Program Development Manager will coordinate the development of new programs and assist with the transition of programs to program staff. Once a program is established, management tasks will transition to program management and staff. Collaborate with other team members in grant writing, and coordinating the management of grants received including working with the Financial Manager with budgeting, and with program management and staff on reporting and compliance. Conduct needs assessments and gather data to create program requirements. Designing program structure and work flow with input from stakeholders such as program staff, families and young people, and state and private partners. Plan, organize and coordinate multiple program development activities.

Minimum Requirements:

Must have a Master’s degree in social work, psychology, or a related field from an accredited institution and at least (2) years of experience in providing relevant services. A Bachelor’s degree and four (4) years of relevant experience may replace a Master’s degree. Four (4) or more years as a program manager or as an administrative professional with budgeting and supervision experience is desirable. Must have experience creating and designing programs in a social service organization. Must understand the development of a logic model or theory of change. Must have experience and abilities in research, planning and data collection. Must have strong communication skills and the ability to build and maintain collaborative teams. Skills in team management, budgeting and grant writing is a plus. Must keep deadlines and budgets on track. Must have an understanding of group work and child welfare. Must be willing to lead, take charge, and offer opinions and direction. Must be able to analyze information and evaluate results to choose the best solution and solve problems. Must be able to maintain an ethical, responsible, and professional attitude and demeanor under all circumstances in person, by phone, e-mail, and correspondence, in order to effectively and efficiently engage and maintain working relationships with families, professionals, who are undergoing complex and crises situations. Individual with experience working with families whose children have been harmed or threatened with harm and in facilitation and/or mediation, preferred. Individual with culturally relevant training and/or experience specific to the community served, preferred. Team player with a positive attitude and the ability to interact with all levels of the organization. Demonstrated a high degree of professionalism and maturity. Decisive and able to make tough decisions as required. Committed to quality and performance improvement. Successful criminal and child abuse and neglect background clearance as required by state regulations for those who work with children and families in the Child Welfare System. Current First Aid and CPR certification, training will be provided. Valid driver’s license, no-fault automobile insurance, acceptable motor vehicle abstract, and access to an insured, reliable vehicle is needed.
