Job Summary

Lead the proposal pricing and budgeting process for all business development efforts across the company. The Pricing Director is an integral part of the overall strategic vision for the company. Conducts in-depth review of all assigned RFPs, establish cost and pricing data for proposals and develop proposal budgets in accordance with RFP requirements and company policy/guidance, prepare the cost/price volume (including the cost/price proposal, certifications, and cost/price narrative), and work with subcontractors in relation to subcontractor RFPs and pricing. Assist in the development of Basis of Estimates (BOE). The Pricing Director will guide business development teams through the overall pricing strategy, making sure the team members understand the pricing structure and strategy. Assists in color team and compliance reviews and briefs senior leadership regarding proposal strategy and pricing. This position will report to the Vice President of Business Development.

Job Level Responsibilities

  • Leads the proposal cost, pricing, and budget development process for the entire company
  • Develops proposal budgets for all business development opportunities across the company
  • Assists in the development of complex pricing strategies
  • Assists in the development of Basis of Estimates (BOEs)
  • Guides business development teams through the pricing process, ensures team members are educated on client requirements and compliance, and coordinates with teams on strategic issues
  • Ensures proposals comply with client/RFP requirements and company policy
  • Develops cost kick-off and Milestone presentations as they pertain to pricing
  • Collects, prepares and analyzes historical cost data for use in budgeting
  • Conducts internal budget reviews during proposal period
  • Develops rough order of magnitude (ROM) budgets for discussion and cost strategies
  • Presents reviews to key stakeholders including executive leadership
  • Documents all cost assumptions and has the ability to certify cost data
  • Develops, edits and finalizes explanatory cost/price narrative to accompany cost/price proposal
  • Creates and/or modifies pricing spreadsheet templates in accordance with RFP and company requirements
  • Manages assigned subcontractors as a part of the proposal process and perform activities including: developing templates, providing pricing assumptions, reviewing pricing and narratives, and ensuring final submissions conform to RFP requirements
  • Attends and participates in transition meetings of successful awards
  • Assists colleagues with other financial management activities such as task orders and pipeline analyses and reviews project budgets as needed during non-proposal periods
  • Develops and manages standard budget templates; including the development of proposal budget trackers
  • Trains staff in advanced Excel techniques

Basic Qualifications:

  • US Citizen
  • 18 years of age
  • Bachelor’s degree in Finance, Accounting or related discipline
  • Must be able to pass pre-employment and background checks related to the position
  • Must be able to obtain a US Security Clearance
  • Valid state driver's license

Desired Qualifications:

  • Master’s degree, MBA or equivalent combination of education and experience
  • Minimum 15 years of experience managing proposal cost/pricing, strategy, or Finance activities
  • Strong understanding of GAAP and Government rules and regulations, including cost accounting standards and familiarity with the FAR and DFARS
  • Working knowledge of all contract types including: CPFF, CPAF, FFP, T&M and IDIQ
  • Demonstrated experience working cross-functionally on complex projects
  • Experience working under hard deadlines and managing multi-deliverable projects
  • Working knowledge of various project financial indicators and accounting principals
  • Ability to think critically through complex business problems and communicate your work to a diverse audience including clients, partners, technical experts, proposal managers and executives.
  • Strong analytical skills
  • Strong written and verbal communication skills, including the ability to listen to and be sensitive to the views and values of others.
  • Ability to take full ownership of the cost volume with minimal oversight
  • Advanced Microsoft Excel skills
  • Experience interfacing with DCAA and/or a background in internal audit is a plus
