Description
The Prepare to Operate (PTO) Lead manages and is the liaison between Central Projects and the sites that we are executing projects on behalf. They will ensure sound plans are in place to asset commissioning, field operations staffing and services, logistics business systems and operations, engineering and regulatory readiness, and support function integration plans for central projects. The Lead works with the sites to develop robust plans for commissioning activities, ensures alignment of plans and deliverables between functions, develops resource plans for internal and contract support, manages risks to delivery, and communicates progress to the organization.
The PTO Lead works in a team environment collaborating with project construction teams (Site and Central Projects). Key deliverables are safe, efficient commissioning and start-up of new assets, positive customer experience, and assisting with site on control of commissioning expenses.
Responsibilities May Include
Supporting transition from FEL to PTO team startup including budget development, team structure and operability reviews
Aligning the construction team with operational scope and functional acceptance criteria for project delivery
Developing and maintaining project integration plans for PTO key milestones, functions, and workstreams
Facilitating operability reviews of system designs
Tracking progress to key milestones for the project, functions, and workstreams Communicating progress to team and business leadership on a regular basis
Leading and facilitating regular team meetings with functional leads and the management advisory team Promoting a culture that delivers excellent HSE performance
Acting as a liaison between Central Projects and site Operations PTO team. Providing support to technical leads in PHA, Cause and Effect Reviews and development of Operating Parameters (Tank Level Alarms, OD Sheets, Point by Point MOP etc.)
Leading the planning for PTO commissioning, handover from projects, and startup of assets including functional acceptance per the operational and control narratives
Coordinating the handover of assets and readiness for commissioning with major projects Leading the implementation of commissioning plans and startup sequencing for flow Ensuring robust operational and control narratives
Leading functional acceptance of assets for project closing and prioritization of punch list items in coordination with the project team
Ensuring regulatory compliance tasks are completed
Required Qualifications
Legally authorized to work in the job posting country
Bachelor’s degree
10 or more years in Operations
5 or more years of Supervisory experience (direct or indirect)
Preferred Qualifications
Experience as a PTO lead for a site or directly for Major Projects
Intermediate level of proficiency with MS Project or Similar, SAP, Power BI, or similar reporting tools
5 or more years of experience in maintenance, operations, projects
Strong communication and collaboration skills creating an environment of trust
Willing to relocate to Houston
