Job Description
This position processes payrolls in a timely, accurate and regulatory compliance manner and oversees the positions in the Payroll Office. Position furthers the departments strategic goals and serves as the main point of contact for the campus community and government and regulatory agencies as it relates to payroll matters. Position prepares both ad hoc financial reports and reconciliations and provides analyses. Position works closely with the Payroll Systems Manager and Payroll Director to conduct UAT testing before new functionality is implemented. Serves as a critical service role to the campus and Human Resources.
Duties include: Prepare all University payrolls accurately, timely and in compliance with all regulations and University policies and contracts. Stays abreast of regulatory changes to allow for continuous compliance and future planning related to local/state/federal laws and industry best practices. Deal with regulatory agencies in the form of communications and reporting. Provide oversight for processing of tax treaty benefits and issuance of 1042 forms to nonresident aliens. Primary campus contact for all payroll related matters. Prepares and delivers annual and other payroll communications to campus as needed. Supervise, train, and develop a team of payroll processors. Develop policies, procedures, and training materials for staff. Oversee reconciliation of all balance sheet accounts. Ensure all tax returns are prepared accurately and paid and filed in a timely and compliant manner. Ensure all payrolls are accurately posted to the general ledger. Develops/prepares routine and ad hoc reports for financial or budgeting needs including accounting accruals, reconciliations, etc. Partners with the Director of Payroll and Payroll Systems Manager to ensure all new or changed functionality is fully tested and working as needed before moved to production. Payroll Manager is responsible for identifying and creating documentation outlining the required change. Payroll Manager will create documentation and communicate with campus on any changes as needed. This position supervises 5 full time payroll employees.

Minimum Qualifications
- Bachelor’s degree in Business, Finance, Accounting or related field
- Minimum of 3 years payroll or related experience
- Equivalent combination of education and experience may be considered.

This position falls in Pay Grade 20 with a salary range of $80,593 to $138,208. Salary offer will be commensurate with the selected candidate’s education, qualifications and experience.
