Position Title: Operations Supervisor Location: Foundation Office
Department: Administration Hours of Work: Varies
Reports Directly to: Operations Manager Directly Supervises: Clinical Personnel
Base Salary: $65,000 – $70,886.40
Summary: Under general supervision, employee performs responsible and professional work including supervisory, administrative and operational functions for the Harford County Volunteer Fire and EMS Foundation. Employee is responsible for direct supervision of EMS clinicians which includes directing and controlling the daily working activities of staff. Direction and control includes but is not limited to training, counseling, disciplining, payroll and scheduling activities for providers. Employee will also be responsible for supplies and equipment used by the providers. Employee will attend meetings, produce reports and liaison with other public safety personnel involved in the provision of emergency medical services in Harford County. Additionally, employee must perform the work of an EMS clinician. Work is periodically stressful in nature and is performed at all hours of the day.

Essential Duties and Responsibilities
The following examples illustrate the work performed. Position may require some or all of these examples depending on the organization of work. The list is not inclusive. Position may require duties not listed, if necessary, to accomplish the mission of the EMS Foundation.
- Advertise, screen, select and fill all vacancies in conjunction with the EMS Foundation Board of Trustees. Recruitment and Retention
- New hire testing, interviews and orientation.
- Supervises, trains, schedules and evaluates staff engaged in operational activities.
- Counsels, disciplines, and suspension and termination of personnel, when necessary.
- Completes and tracks appropriate personnel actions.
- Develop, revise, interpret and implement administrative and operational policies and practices (SOGs)
- Evaluate tasks, methods, and procedures and implement changes to improve efficiency, safety and effectiveness of operation
- Plans, directs and implements assignments
- Oversee the daily operations of the HCVFEMSF
- Verify time cards and payroll information for processing
- Daily and Monthly Schedule maintenance
- QA/QI oversite
- Medication ordering and inventory
- Fleet maintenance – scheduled and tracking of repairs; routine and emergent
- Equipment maintenance and repair
- Investigations – IWIF, vehicle, medication discrepancies
- Quartermaster / Uniforms
- Probationary and yearly reviews of all employees under your supervision
- Training – identifying, tracking, making available and coordinating
- Complete narrative and statistical reports
- Serve as liaison to the Harford County Medical Director, Foundation Board of Trustees, Hospitals, other agencies, fire companies, businesses, vendors, and citizens
- Represent the EMS Foundation at various meetings as required
- Compose and distribute correspondence and memorandums as needed and/or prepares documents for the Foundation Trustees
- Provide recommendations to the Operations Manager and Foundation Trustees for establishing new projects, fiscal strategy, goals and objectives, and performance measures
- Establish and maintain records and files as required by law or for effective operations
- Plan, direct, and implement all special assignments
- Compliance with applicable safety regulations
- Respond to and resolve emergency personnel issues as needed
- Other duties as assigned
- Serves as emergency medical services clinician.
- May serve as acting Operations Manager.
Qualifications

- A thorough knowledge of the EMS principles, practices, methods, techniques, and equipment

- Thorough knowledge of emergency medical procedures
- Computer literacy

- Ability to influence groups to both accomplish tasks and fulfill the needs of their members
Education
- Associate’s degree from an accredited institution in public safety or other related field is preferred;
- Or equivalent combination of acceptable education and work experience equal to six (6) years, which has provided the required knowledge, skills, and abilities to perform the duties required of the position
Experience
- Five (5) years experience as a full-time paid ALS Provider in an advanced life support EMS response system including at least three (3) of those years of experience at the supervisory level, is preferred
License/Certification
- NRP Certification
- Licensed as Paramedic in State of Maryland
- Licensed as Paramedic in State of Maryland or ability to obtain a Maryland State Paramedic license with in six (6) months
- MFRI EMS Officer I or Fire Officer I or equivalent
- MFRI Hazardous Material Operations or equivalent
- Current CPR
- Blood Bourne Pathogens
- NIMS ICS 100, 200, 300, 400, 700, and 800
- Valid Maryland driver’s license or equivalent and a driving record with no more than three (3) points
- MFRI EVOC or equivalent
Working Conditions
- Primarily in office environment but occasionally in field setting
- Must be able to sit stand, and/or walk for extended periods
- Ability to bend, stoop, reach, crawl and kneel
- Ability to withstand varied environmental conditions
- Available for emergency response if needed.
