GENERAL DESCRIPTION
Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect and advance the citizens and industries in the state with quality motor vehicle related services. We are a dynamic state agency dedicated to customer service, consumer protection and the success of motor vehicle-related industries.
Performs highly complex (senior level) technical work in monitoring, maintaining, and administering computer networks in support of the Texas Department of Motor Vehicles (TxDMV), Information Technology. Supports, maintains, and provides issue resolution for the agency's computer network systems and subsystems for data, voice, video, LAN/WAN (Local Area Network/Wide Area Network), Internet Video Teleconferencing (VTC), email, messaging, telephony/VOIP (Voice Over IP), and VPN (Virtual Private Network), and end user support. Plans, coordinates, and provides advanced technical expertise in the development and support of the agency's Information Technology network. Work requires contact with governmental officials and private entities. Establishes work plans and priorities to achieve set objectives. Works under limited supervision with considerable latitude for the use of initiative and independent judgment.
ESSENTIAL DUTIES
Designs, manages/supports, and troubleshoots daily operation of computer networks according to network policies; conducts major studies regarding network usage; recommends improvements and determines network requirements.
Plans, recommends, and manages projects/tasks for network improvements, identifies resource requirements and personnel resources needed to successfully execute project/task plans.
Provides project status tracking and reporting; responsible for task assignment/execution.
Performs performance tuning and capacity planning activities for enhancing/maintaining network resource performance.
Prepares, network diagrams, decision tables, narratives descriptions, and similar materials to support network enhancements; recommends network enhancements.
Performs LAN/WAN Administration duties; performs Video Teleconference (VTC) support and systems analysis; responsible for installation planning and maintenance of network cabling.
Provides input and/or conducts network system planning for the integration of LAN, WAN, Internet, video, email, messaging, telephony/VOIP, VPN, and other telecommunication requirements into the agency's information resources and business plans.
Resolves network service trouble tickets and mitigates end-user issues with agency network.
Keeps current regarding new hardware/software products and transport protocols for network system enhancements; executes or responsible for network studies and system implementations.
Ensures that goals and objectives for the development, use, and maintenance of an efficient and cost-effective network are met.
Analyzes/determines operational, technical, and support requirements for the location, installation, operation, and maintenance of data, voice, video, messaging, and email network communications for agency.
Prepares/writes and/or provides input for bid specifications, or RFPs, for services, maintenance contracts, and/or procurement of network and telecommunications equipment or software.
Responsible for network system testing and validation of Disaster Recovery Planning (DRP) and Business Continuity Planning (BCP); provides input and feedback to DRP and BCP activities.
Perform other related duties as assigned.

MINIMUM QUALIFICATIONS
Education & Experience
Graduation from an accredited four-year college or university with major in computer science, electronics, telecommunications, or related field plus five (5) years’ experience in telecommunications or network problem resolution activities. Substitution Note: Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis.
Licensure and/or Certification – If driving is required, must possess a valid driver license from state of residence.
