Duties

• In this position, the incumbent directs and checks work of other Natural Resources Specialists as needed, except for unprecedented, controversial, or sensitive issues and situations.
• Serve as district authority for the planning of park facilities that provide safe, healthful, beneficial, efficient, and accessible public recreation while conserving natural resources.
• Evaluate wildlife management areas, environmental study areas, nature trails, etc., to determine if special actions are necessary to protect public users from poisonous or hazardous plants and animals that are present or likely to be encountered.
• Inspect and evaluate Corps-operated recreation areas to assess public safety conditions, make recommendations for improved protection of public health and safety, write reports following safety assessments, and assure corrective actions are taken.
• Serve as District Coordinator for compliance with the Rehabilitation Act and Americans with Disabilities Act.
• Provide support to field Natural Resources Managers in the evaluation of facility condition, economic benefits, and availability of Corps recreation facilities using RecBEST.
• Support field Natural Resources Managers in the formulation of Operations and Maintenance budget requests, review budget requests, and recommend out-year budgets to Division offices.
• Determine scopes of work needed and subsequently prepare design requests to the Chief, Engineering- Construction Division for the preparation of plans and specifications for procurement and construction contracts.
• Coordinate the development of long-range operational management plans for existing projects which are incorporated into updated master plans, setting forth objectives for the development and overall management of multi-purpose projects.
• Evaluate annual and five-year work plans for park management, advising field Natural Resource Managers on recreation area efficiency and compliance with applicable policy and guidance.
• Utilize an interdisciplinary approach in reviewing various natural resources management and environmental stewardship plans such as Shoreline Management Plans for the development of the district's civil works water resource development lakes.
• Develop guidelines, policies, standards and methods of operation for programs resulting from these studies, such as administering National Recreation Trails, Greenways, and the Off-Road-Vehicle program.
• Prepare reports and recreation inventories, and studies, evaluate and report recreation use patterns and project visitation to assess outdoor recreation demands.
