JOB DESCRIPTION: Manage and perform the duties of the Schofield Barracks HI AFSBn Ammunitions Division for Tech Systems Inc. on a U.S. Army logistics contract. Support company management which requires a solid working knowledge of army ammunitions procedures, policies, and precedents. Coordinates with three supply points (Wheeler, LLL, PTA) and other sections to ensure operational requirements and needs are identified and met in accordance with army regulations, performance work statement (PWS) and company policies. This position manages and oversees technical supply management work to include inventory management, storage management, cataloging, and property utilization related to depot, local, or other ammunition supply activities.
Responsibilities:
· Provide for the safe, receipt, storage, issuance, shipping, inspection, handling, inventory and turn-in of Class V conventional ammunition.
· Provide safe, timely, cost effective and environmentally sound Theater Storage Area (TSA)/Ammunition Supply Point (ASP) operation services for Ammunition and Explosives Stock Control, inventory, requisition, stock accounting, receiving, shipment and warehousing tasks, to include but not limited to packaging, blocking, bracing, policing and securing magazines, fire prevention, fire mitigation, routine maintenance of real property and demilitarization (DEMIL) of selected ammunition residue, components and inert and dummy ammunition items.
· Establish training plans and provide training for ammunition and explosives (AE) employees in accordance with DA PAM 385-64, AMC Reg. 350-4, All Army Activity (ALARACT) Messages and other training deemed necessary by the Government.
· Complete a Command Oriented Arms, Ammunition, and Explosives (AA&E) Security Screening and Evaluation Record (DA Form 7281) for yourself and track/submit DA Form 7281’s for each employee with updated checks repeated every three years in accordance with AR 190-11.
· Conduct required inspections of the stockpile (i.e., PI, DIT, initial receipt inspections (IRI), pre-issue inspections (PII) and RI); motor vehicle inspections (transporting hazardous materials) and surveillance of Unit turn-ins, with oversight and final approval authority residing with the QASAS.
· Provide day-to-day technical and operational guidance, and provide government oversight functions.
· Supervise and operate the Standard Army Ammunition System (SAAS) to post all daily transactions in accordance with operating system manual, AR 710-2 and DA PAM 700-16.
· Supervise and operate process suspension and restriction notices in SAAS in accordance with TB 9-1300-385, as determined by the Ammunition Accountable Officer or QASAS.
· Supervise and operate the Total Ammunition Management Information System (TAMIS) to maintain and prioritize ammunition stockage objectives in accordance with AR 710-2 and DA PAM 700-16.
· Supervise the tasks of correctly marking ammunition packing, crating and handling for munitions shipments in accordance with CFR 49, MIL-STD-129 series and Army Materiel Command (AMC) regulations and drawings.
· Manage and coordinate the documentation and shipping of CL V requirements in accordance with procedures outlined in AR 710-1, AR 710-2, DA PAM 710-2-1, DA PAM 710-2-2, CFR 49, DoD 4500.9-R Part II and other applicable policies and SOPs.
· Supervise the processing of Ammunition Transfer Records and other documentation in accordance with AMC Reg. 740-25 and AMC Reg. 740-27 and report information.
· Provide ammunition amnesty services to receive and store non-documented munitions as required.
· Provide support assistance as coordinated and directed by the Government COR, Government Ammunition Accountable Officer or Contracting Officer.
Qualifications:
· Ten years of progressive responsible professional work experience in army ammunitions, supply inventory management and working with military customers.
· Must be able to achieve/obtain a favorable government SECRET clearance and possess a current Hawaii State driver’s license, ability to acquire a DA Form 7281 and be in compliance with the Lautenberg Amendment.
· Working knowledge of Windows and Level 2 (intermediate) proficiency in Microsoft Office applications especially in Excel (i.e. Microsoft Word, Outlook, PowerPoint, etc.).
· Highly developed interpersonal, verbal and written communication skills, including presentation skills; ability to communicate clearly.
· Ability to organize and manage multiple priorities.
· Ability to make recommendations for resolving problems or issues and to effect continual improvements by using judgment that is in consistent with standards, practices, policies, procedures, regulation or government law.
Must be a U.S. citizen. Paid relocation assistance is not available. Candidates must currently reside within commuting distance or clearly state a willingness to relocate his or herself.
