Our Consulting Team is seeking an
MMIS Strategy and CMS Business Lead to join BerryDunn's Medicaid Practice Group. You will function as a subject matter expert responsible for leading the CMS Certification Roadmap for our client; assisting in planning and implementation of Advance Planning Documents (APDs); and collaborating with the leadership team in the Medicaid Enterprise Modernization Effort (MEME project). You will directly interface with customer leadership on the MEME team regularly to define and level set the expectations for Certification and APDs, and adjust to meet the federal guidelines through the entire procurement life cycle. This encompasses working with other team members who are defining the outcomes-based incremental delivery strategy.

You will:
- Be responsible to lead the coordination and communication with the CMS state officer and present the status report on a periodic basis.
- Be responsible to create and manage Planning and Implementation APDs in collaboration with MEME team members and gain approval from CMS.
- Develop and own the CMS Certification roadmap for the MES modules to ensure state secures federal funds with timely Operational Readiness Review (ORR) and Certification Review (CR) events.
- Collaborate and contribute to the incremental delivery framework by identifying the program and business outcomes that are needed for the success of MEME.
- Serve as the senior business expert with a strong knowledge of the CMS regulations, NASPO procurement, and the module vendors in the market.
- Develop and manage Requirements Traceability Matrix (RTM) and other applicable tools needed to support the CMS and APD tasks.
- Have frequent, clear, and consistent communication to the client, team members, vendor, and direct reports.
- Perform assigned administrative tasks efficiently and effectively, asking questions when instructions are unclear.
You have:
- Minimum of five (5) years of experience working with Health and Human Services (HHS) systems, a state Medicaid agency, and/or a large healthcare organization.
- Minimum of three (3) years of experience working with a state Medicaid agency on the modernization initiatives and direct hands-on experience with APD process
- Minimum one (1) year experience with the latest CMS certification management process, namely Streamlined Modular Certification (SMC).
- A minimum of three (3) years of experience as a project manager and/or providing project management support services related to the analysis, development, and/or implementation of programs and/or initiatives for a State Medicaid Agency.
- Familiarity working with State Medicaid Agency (SMA) program defining Request for Proposal (RFP) requirements for a data warehouse, provider, interoperability, member and/or working with an HHS program to develop a health IT-related RFP.
- Ten (10) or more years of progressive experience and possess extensive knowledge when advising on large and complex projects/programs.
- Must be able to analyze project requirements and develop strategic solutions and plans to meet agency’s needs. Able to provide highly technical and specialized guidance concerning solutions to complex problems.
- Bachelor's degree (BA/BS) and preferably a master's degree.
- Project Management Professional® (PMP®) or equivalent project management certification.
The base salary range targeted for this role is $105,000 - $130,000. This salary range represents BerryDunn’s good faith and reasonable estimate of the range of possible compensation at the time of posting. If an applicant possesses experience, education, or other qualifications in excess of the minimum requirements for this posting, that applicant is encouraged to apply, and a final salary range may then be based on those additional qualifications; compensation decisions are dependent on the facts and circumstances of each case. The salary of the finalist selected for this role will be based on a variety of factors, including but not limited to, years of experience, depth of experience, seniority, merit, education, training, amount of travel, and other relevant business considerations.
