MassHealth is seeking qualified applicants for the position of Manager of Internal Training and Communication. This position oversees the design, development, implementation, and evaluation of comprehensive training plans for all levels of employees within MassHealth Operations and Agency orientation to all new MassHealth hires.


Duties and Responsibilities (these duties are a general summary and not all-inclusive):

  • Work closely with management to identify training priorities; develop and evaluate training solutions for a variety of MassHealth operational issues. Collaborate with Communication specialists and all SMEs to provide internal and external communications. Direct, assign and evaluate MassHealth Operations training activity. Oversee planning and development of the content and method of on-the-job and continuing training for new and current MassHealth staff and various outside agencies, providers, and vendors; and oversee the delivery of a variety of training.
  • Write and/or review, edit, and approve written and on-line training material and case studies for all aspects of the wide range of complex and continuously evolving MassHealth and ACA programs, policies, procedures and systems. Assess curriculum to ensure validity, uniformity, and clarity.
  • Manage and direct training activities. Evaluate the agency’s training needs with HR and MECs, career trajectories, and management consultation.
  • Supervise and deploy a training staff of eight (8); evaluate and assign training requests to individual trainers; motivate staff to achieve targets and standards; monitor and evaluate individual trainings; and annually evaluate the training program and the performance of the training staff. Provide training metrics and reports on gaps. Responsible for developing customized and collaborative instruction programs to meet specific agency requirements. Create training guides and department office procedures. Establish training methodologies that are both effective and purposeful for the workers and trainees. Analyze the strength and weaknesses of employees.
  • Advise MassHealth senior leadership on matters that impact MassHealth members and providers.
  • Identify and implement process improvements to enhance quality and efficiency and achieve budgetary savings; develop metrics and reports to assess performance and inform decision-making.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required experience.
