Position Title: Maintenance, Operations and Safety Technician

Salary Range: $70,000-$80,000 annually, commensurate with experience

JOB SUMMARY*
Under the supervision of the UPAC Director, the Maintenance, Safety and Technician plans, organizes, directs, schedules, and participates in the maintenance and operations of all UPAC facilities including custodial, grounds keeping, and all general maintenance.

PRIMARY DUTIES*
Duties may include, but are not limited to, the following:
- Plans, supervises, and implements an organization-wide maintenance program, including oversight of buildings, grounds, equipment, furniture, deferred maintenance schedules, systemic preventative maintenance schedules, and replacement schedules.
- Directs department operations (e.g., safety programs, site repairs/construction, preventative maintenance, etc.) to provide services within established time frames and in compliance with related requirements.
- Ensures quality and responsiveness of maintenance and operations activities, including inspection of all aspects of new construction, repair work, projects, equipment, work orders, daily maintenance, and supplies to
- Ensures all jobs are completed efficiently, specifications are within regulatory requirements, and inspection reports and payment requests are correct.
- Ensures facilities and operations comply with state and federal governing regulations.
- Procures all work in compliance with public contract code and all governing regulations.
- Assess incidents, complaints, etc. (e.g., building break-ins, utility problems) to resolve or recommend a resolution to the situation.
- Update and maintain an organization-wide deferred maintenance program.
- Supervises and participates in skilled and semi-skilled jobs; uses plumbing, carpentry, and electrical tools to perform general maintenance work on sites, equipment, and grounds where a contract is not involved.
- Identifies, budgets, orders maintenance and custodial equipment and supplies as needed; maintains and inventory appropriate levels of routine parts and supplies.
- Oversees maintenance contracts and participates in their selection.
- Responds as necessary to on-call and emergencies during and after standard hours to resolve immediate safety and property damage concerns.
- Participates in staff development activities for management/administrative personnel.
- Presents information to communicate information, gain feedback, and ensure adherence to established internal controls.
- Recommends policies, procedures and/or actions to provide direction for meeting the organization’s goals and objectives related to maintenance and facilities.
- Research new products, laws, regulations, etc. to recommend purchases, contracts, and proper maintenance of organization-wide services.
- Confers with site administrators regarding conditions and use of buildings and grounds.
- Performs other tasks as assigned by the Privacy and Security Officer or designee.
Requirements
QUALIFICATIONS
- Knowledge of:
- Methods, materials, and equipment used in the various building construction and maintenance trades, custodial, grounds and equipment maintenance areas.
- Principles and practices in maintenance management.
- Safety regulations and codes and safe work practices including knowledge of federal, state, county, and city laws.
- Compliance as they pertain to our sites/clinic operations of Hazmat, S.B. 198, Injury-Illness preventions, etc.
- Methods of estimating costs of construction and repair of buildings and grounds.
- Laws affecting construction and repair of educational facilities.
- The fundamentals of carpentry, painting, plumbing and other mechanical skills.
Ability to:
- Work without immediate supervision and demonstrate initiative.
- Supervise, plan, coordinate, schedule, and participate in the maintenance operations of all district facilities.
- Establish and maintain cooperative and effective working relationships with others.
- Supervise and direct employees and relate in a positive manner to subordinates.
- Communicate effectively with others. Use computer systems, appropriate software, and spreadsheets to maintain records and prepare reports.
- Prepare and interpret plans and specifications.
- Lay out and estimate costs of maintenance and operations projects to align with the budget.
- Prepare long-range construction and alteration plans and goals.
- Meet schedules and timelines.
- Perform heavy physical labor, climb ladders, bend at the waist, kneel or crouch, reach overhead, reach above the shoulders and horizontally, walk or stand for extended periods.
- Hear and speak to exchange information in person or on the telephone.
- Be able to communicate, read and write effectively in English.

EDUCATION / EXPERIENCE*
- Any combination of education and experience that would provide the required knowledge and abilities.
- High school diploma or equivalency required.
- 5 years previous experience working in facilities and maintenance with multiple sites preferred.
- Training in the areas of asbestos and hazardous materials.
- Valid California Driver’s License.
WORKING CONDITIONS
ENVIRONMENT:
- Indoor, outdoor, office and shop environment; subject to driving from site to site to conduct work; subject to adverse weather conditions and subject to noise from equipment operation; subject to callouts for emergencies.
- HAZARDS: Chemical and solvents, fumes, and working around and with machinery with moving parts.
PHYSICAL ABILITIES:
- Standing and walking for extended periods of time, climbing, bending at the waist, reaching overhead, dexterity of hands and fingers to operate computer terminal, and seeing to observe needed repairs. Ability to lift up to 50 lbs., and push up to 100 lbs.
