The Department of Unemployment Assistance (DUA) administers the Unemployment Insurance (UI) program which provides temporary income assistance to Massachusetts workers who are unemployed through no fault of their own and who are able to work, available for work and looking for a job.
The Job Service Representative II (JSR II) assists the unit manager in the operations of the Adjustment and Claims units within the Unemployment Insurance Telephone Claims Center (UITCC). The JSR II will review, analyze and evaluate disputed claims to insure uniformity with State and Federal rules and regulations by analyzing fact-finding, data and information, insuring that the required information has been obtained accurately and completely and that the written determination (s) adequately, clearly and concisely explains the reason for the determination, properly citing the applicable law, stating the conclusion, and the effect of the determination.
The JSRII will:
- Review cases to confirm that proper adjudication procedures have been followed throughout the determination process to ensure that due process rights were provided to all parties involved.
- Provide technical assistance and guidance to Job Service Representatives I and Job Specialists III on fact-finding, the resolution of nonmonetary issues and the claims filing process.
- Interpret and explain relevant laws, regulations, policies and procedures as required to ensure effective operations and compliance with existing established procedures. Make determinations on eligibility for benefits in disputed claims after gathering the necessary information, issuing timely notices of such determinations, together with the appropriate rationale to parties in accordance with Massachusetts Employment Security Law.
- Prior experience as a Job Service Representative I is strongly preferred.
- Bilingual preferred but not required.
We are currently operating in a remote work environment. Employees will need to be in a reasonable commutable distance to work in a local office as we transition to a hybrid work model.
IN THE CASE OF A PROMOTIONAL OPPORTUNITY, THE SALARY PROVISIONS OF THE APPLICABLE COLLECTIVE BARGAINING AGREEMENT WILL BE UTILIZED FOR PLACEMENT WITHIN THE SALARY RANGE.
Qualifications

Minimum Entrance Requirements:
Applicants must have (A) at least three (3) years of full time, or equivalent part-time professional or paraprofessional experience in personnel interviewing, vocational counseling, employment counseling, rehabilitation counseling, educational counseling, credit collection, credit interviewing, credit investigation, claims adjudication, claims settlement, claims examining, claims, investigation, claims interviewing, social work or social casework, or (B) any equivalent combination of the required experience and the substitutions below.
Substitution:
I. An Associate’s degree may be substituted for one (1) year of the required experience.
II. A Bachelor’s degree or higher may be substituted two (2) years of the required experience.
III. A Master’s or higher degree may be substituted for the required experience.
Executive Order #595: As a condition of employment, successful applicants will be required to have received COVID-19 vaccination or an approved exemption as of their start date. Details relating to demonstrating compliance with this requirement will be provided to applicants selected for employment. Applicants who receive an offer of employment who can provide documentation that the vaccine is medically contraindicated or who object to vaccination due to a sincerely held religious belief may make a request for exemption.
