SUMMARY:
Serve as the Information System Security Officer (ISSO) for the NAVAIR Range Department Security Enterprise team at the Sea Range.
The incumbent obtains and maintains required individual specialized training and certifications for ISSOs.
Incumbent develops, reviews and maintains Certification and Accreditation (C&A) packages for assigned IT boundaries and provides guidance and consistent communication among other Sea Range ISSOs.

Ensures that all users have the requisite security clearances, supervisory need-to-know authorizations, and awareness of IS responsibilities before being granted access to DoD Information Systems (IS), initiates protective or corrective measures when an incident or vulnerability is discovered, ensures that IS and IS-enabled software, hardware and firmware comply with appropriate security configuration guidelines.

Ensures that system recovery processes are monitored and that IS features and procedures are properly restored; all IS-related documentation is current and accessible to properly authorized personnel.

Implements and enforces all DoD IS policies and procedures, and enforces security policies and safeguards on all personnel having access to Information Systems.

Work with physical security personnel to ensure the physical protection of IS assets, conducts security audit and ensures audit trails is reviewed periodically and archive for future reference.

Orchestrate C&A compliance from technical and administrative perspective, ensures the IS are, and remains compliant with the conditions of the resulting Authority to Operate (ATO), assist System Administrator’s (SA) in IS configuration management activities to ensure changes implemented do not compromise the security of the system and provides technical contributions to the Information Assurance Manager (IAM) to develop contingency plans for the Sea Range.

Prepares and edits C&A documentation pertaining to assigned system boundaries within the Sea Range. Develops and maintains site-specific Security Operating Procedures (SOP). Coordinates with IS personnel to ensure that security policies and procedures are uniformly implemented.

Periodically review Risk Assessments and modify them to accommodate new threats because of changed configuration or changes in the operational environment. Documents and reports the INFOSEC technical vulnerabilities detected in the Information Systems to the IAM.

Maintains the library of the documentation detailing the IS hardware, software and firmware configuration and security features.
Responsible for providing technical assistance to ISSOs, SAs and Subject Matter Experts (SME) in resolving accreditation package development and preparation issues.

Recommends and reviews systems hardening and risk mitigation steps necessary for effective and efficient accreditation request and renewal submittals. Supports and defends accreditation reviews and renewals.

REQUIREMENTS:
Extensive knowledge of system security principles, policies and procedures, practices, and processes.
Knowledge of Division computing requirements and established methods, procedures, and techniques of an administrative program, including applicable underlying principles and theoretical and practical limitations.
Broad and thorough knowledge of state-of-the art concepts and techniques of management information systems including complex software such as generalized database management system, relational database management systems, data manipulation languages, and mini-computer languages.
