Major Functions

The Human Resources Officer I/ Classification and Compensation Analyst I is responsible for determining appropriate classification for positions and assisting with maintaining the classification and compensation plan to include updating titles and adjusting the pay ranges as approved; conducting position audits utilizing point-factor analysis to determine appropriate classification; writing job descriptions; and, conducting surveys as directed to ensure pay ranges and titles are appropriate and fall within current trends.

  • Under close supervision, conducts desk audits, job analysis, comparison studies, and researches, writes and maintains class specifications and job descriptions.
  • Under close supervision, collects and analyzes statistical data and prepares various reports including quarterly summaries, forecasts, trends, and workforce analysis.
  • Assists with and/or may present findings and recommendations to management and assists management in interpreting data for effective results.
  • Assists with monitoring classification and compensation-related programs for compliance with local, state, and federal laws, rules, and regulations.
  • Assists with updating funding and position status changes in the Human Resources Information System (HRIS).
  • Assists employment in reviewing and editing job postings.
  • Utilizes AMS Advantage/InfoAdvantage to create/run reports (i.e. position control, classification reports, etc.)
  • Utilizes NeoGov (applicant tracking system) to review and approve job requisitions.
  • Conducts salary surveys and responds to surveys from other jurisdictions.
  • May analyze wage and salary survey results, recommending any adjustments to the present classification and compensation plan.
  • May provide information regarding human resources/classification and compensation issues.
  • Works on special projects including preparation of mathematical functions/calculations or other spreadsheets, annual survey of public employment, and assists payroll as needed.
  • Keeps abreast of current trends regarding classification and compensation.
  • Exercises good judgment.
  • Attends work on a regular and consistent basis.
  • Responds to emergency situations.
  • Adheres to Federal, State, County, and Local ordinances.
  • Performs other duties as assigned.

Minimum Requirements

Bachelor's degree in Public Administration, Business Administration, Human Resources or Organizational Development or related field.

A comparable amount of education, training, and experience may be substituted for the minimum qualifications to include Associate’s degree in Public Administration, Business Administration, Human Resources, Organizational Development or or related field, and two (2) two years of classification and compensation experience or experience as a compensation analyst.

The candidate must have experience working with Microsoft Office Suite (Word, Excel, and PowerPoint).

The preferred candidate, having met the minimum requirements, will have experience with classification/compensation systems (e.g. determining the appropriate classification and pay range for positions, conducting position audits, writing job descriptions, conducting surveys regarding pay and titles, etc.)

Travel required. Must possess and maintain a valid driver's license at the time of hire. Must obtain a valid Florida driver’s license within 30 days of appointment and maintain thereafter.


Knowledge, Skills & Abilities

  • Knowledge of the principles and practices of Human Resources administration.
  • Knowledge of the principles and practices of the Fair Labor Standards Act and other related human resources/classification and compensation acts, policies, and procedures.
  • Excellent analytical and research skills as demonstrated by the ability to collect, develop, assess and blend information and recommendations from a wide variety of sources.
  • Strong critical and creative thinking skills to assess and resolve problems or issues by gathering and assessing information, taking advice and using judgment that is consistent with standards, practices, policies, procedures, regulations and/or laws.
  • Strong project management and organizational skills to plan, prioritize, multi-task and independently execute projects/tasks with specific deadlines while maintaining flexibility.
  • Ability to develop and maintain effective working relationships with internal and external customers.
  • Knowledge of the classification and compensation systems.
  • Knowledge of the policies and procedures of Human Resources' office and programs.
  • Some knowledge of principles, practices, methods and theories of training and employee programs.
  • Working knowledge of AMS Advantage/InfoAdvantage or similar programs, and Microsoft Office Suite.
  • Ability to analyze situations and make recommendations or come to a conclusion based on analysis.
  • Ability to use sound judgment in the preparation and execution of various plans, studies, and processes.
  • Ability to assemble information in a clear/concise manner.
  • Ability to communicate well, both orally and in writing.
  • Ability to interpret related Merit System Rules and Regulations for employees and county management.
  • Ability to use applicant tracking programs.
  • Ability to work with employees and management in solving various Human Resources related problems.
  • Ability to perform dynamic presentation and public speaking skills, as well as excellent communication and interpersonal skills.
  • Ability to work under high stress levels with frequent interruptions and with tight and often changing deadlines.
  • Ability to interact effectively with others.
  • Must be able to relocate to other county locations based upon operational needs.

Physical Demands: Ability to perform essential duties and responsibilities, and meet the minimum qualifications. Primarily sedentary work. Ability to talk, hear, see, and drive. Visual acuity (peripheral vision, depth perception) necessary to operate a motorized vehicle. Finger dexterity. Ability to bend, stoop, and reach. Ability to lift, push, pull and/or carry a minimum of 10 lbs.

Environmental Demands: Primarily inside work.

Mental Demands: Ability to read and comprehend technical journals, manuals, and legal documents. Ability to write reports, summaries, letters, memos, journals, and manuals. Ability to analyze data and develop conclusions. Ability to speak effectively and extemporaneously in public. Ability to perform basic mathematical functions
