TITLE: HOUSING SPECIALIST
DEPARTMENT: PLANNING AND DEVELOPMENT
GENERAL DESCRIPITION
This is responsible professional work involving administration and implementation of the
Community Development Block Grant as it relates to housing issues.
Work involves responsibility for maintaining technical conformance and consistency with the
U. S. Department of Housing and Urban Development regulations while effectively addressing the housing needs, compiling bid packages, and monitoring contractor performance. The position also has the responsibility for making standard housing rehabilitation technical decisions. This work requires that the employee have considerable knowledge skill and ability in the interpretation of Community Development funding rules and regulations, particularly as they apply to rehabilitation.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Determines goals and objectives delineated by federal and state programs pertaining to rehabilitation of housing
Interacts with Citizen Advisory Committee to establish priorities and shares and solicits housing concerns with neighborhood groups, realtors, and banks. Makes drive-by surveys of neighborhoods to determine needs.
Markets housing rehabilitation programs through mailings, the media and public appearances.
Assists clients in compiling rehabilitation applications.
Obtains reports from code enforcement officer on conditions of homes of potential clients. Inspects homes of rehabilitation clients to ascertain most critical needs in terms of code violations.
Devises specifications to address code problems, provides cost estimates based on acceptable Cost Estimate Manuals and pricing obtained from vendors and contractors.
Compiles bid packages for contractors, prepares legal notices for publication in cooperation with the Purchasing Department, takes contractors to job sites so they can prepare their bids, evaluates bids and checks references and when necessary inspects
examples of past work.
Recommends bid awards to qualified bidders and prepares appropriate contracts for rehabilitation work.
Inspects sites where rehabilitation work is in progress, mediates disputes between owners and contractors, makes final inspection and assists contractor in preparing invoices, approval for payment, waiver of liens, and sign-offs from the appropriate staff in the Building Department.
Obtains owner/client approvals and signatures for two-party checks.
Obtains updates of loan rates for rehabilitation projects.
Enters data related to rehabilitation projects into computer.
Consults with peers from other cities regarding housing programs and assists Community
Development Manager in monitoring HUD funded social programs.

KNOWLEDGE, SKILLS AND ABILITY
Considerable knowledge of federal and state regulations pertaining to housing rehabilitation funds.
Good knowledge of construction trade practices particularly as they pertain to housing rehabilitation projects.
Considerable ability to make presentations and to present ideas clearly and precisely orally and in writing.
Considerable ability to establish and maintain effective working relationships with associates, citizen comments, contractors, other governmental agencies and the general public.
QUALIFICATIONS
A bachelor’s degree from a recognized college or university or five (5) years’ experience in the construction trades.
SPECIAL REQUIREMENTS
Must have valid Connecticut driver’s license. A Residential Building Inspector License from the State of CT or the ability to obtain a Residential Building Inspector License within a reasonable period of time.
