Job Description
General Description:
The Healthcare Program Manager for Grants joins our team on the Medical Education Campus (MEC). The Program Manager works with MEC faculty and staff and NOVA’s Grants Office to pursue grant funding and to manage grant projects once awarded. They will interact with college staff and leadership, and with outside healthcare partner agencies to ensure successful implementation and completion of grant-funded projects.

  • This position is restricted and is funded with non-continuous or non-recurring funding and is subject to continuation based on fiscal year funds and the needs of the College.

Duties and Tasks:
  • Identify and pursue new funding opportunities that align with the Medical Education Campus strategic plan and priorities
  • Conducts the full range of activities required to prepare, submit, and manage healthcare and healthcare workforce related grant proposals.
  • Determines proposal concept by identifying and clarifying opportunities and needs, studying requests for proposal (RFPs), and coordinating strategy meetings.
  • Develops proposals by assembling information including project scope, goals, objectives, outcomes, implementation plan, methods, timelines, staffing, budget, standards of performance, and evaluation.
  • Meets proposal deadline by establishing priorities and target dates for information gathering, writing, review, approval, and submission.
  • Comply with all grant reporting as required and provide regular presentations and updates.
  • Manages multiple projects and priorities including searching for funding sources, writing proposals, managing existing grants, reporting to stakeholders, and working on special projects.
  • Collects, analyzes, and reports data on the performance of program activities that are funded by federal, local, and private funding agencies.
  • Other duties as assigned.

Special Assignments

May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.



KSA's/Required Qualifications
Required KSA’s:
  • Research and writing skills, particularly for federal grant proposals and performance reports.
  • Familiarity with federal funding agencies, such as U.S. Department of Education, U.S. Department of Labor and Health Resources & Services Administration, and with implementation and reporting requirements of federal grant projects.
  • Ability to manage multiple projects in different phases.
  • Good communication skills for collaborating, facilitating, and working with project teams.
  • Extensive knowledge required of healthcare educational programs (nursing, dental, diagnostic imaging), simulations, and healthcare workforce development.


Minimum Qualifications:
  • Bachelor’s degree in Nursing, Health Sciences, Community Health, Dental Hygiene or related discipline, or a strong combination of education, training, and experience.
  • Significant experience working with budgets in Excel and tracking project costs and expenditures to remain compliant and within approved limits.
  • Significant experience with Microsoft Office (Word, Excel, PowerPoint, Outlook) and Adobe software.

Preferred Qualifications
Preferred Qualifications:
  • Significant experience working with institutions of higher education, preferably community colleges, on issues related to healthcare educational programs (nursing, dental, diagnostic imaging), simulations, and healthcare workforce development.
  • Significant experience in proposal development, project management, budgeting, data collection and report writing.
  • Significant experience with databases and the ability to analyze simple data sets.
  • Significant skills using Microsoft Office (Word, Excel, PowerPoint, Outlook) and Adobe software.
