Primary Objectives of Position: The GROWWTH* Coordinator is responsible to the Director of Program Services in ensuring the Local Workforce Development Area (LWDA) partnership with University of Memphis GROWWTH grant is aligned with local, State and Federal goals, policies, and regulations. This position is responsible for oversight and coordination of the GROWWTH grant for the two workforce development areas (Northwest and Southwest TN) consisting of 17 counties. The position may assist in other areas of the program as deemed appropriate by the Director of Program Services. The position will work remotely with some travel required throughout the 17-county service area, to the University of Memphis, and other areas as needed.

  • The Growing Relational and Occupational Wealth in West TN Households is a community partnership led by the University of Memphis that has been awarded a TN Opportunity Pilot Initiative Implementation Grant by the TN Department of Human Services Temporary Assistance for Needy Families (TANF) program. The Workforce Boards' goals are to utilize funding to support occupational training, develop essential workplace skills, mitigate barriers to success and connect job seekers to quality employment. Major Responsibilities:

  • Oversee the execution of the GROWWTH grant at the direction of the Director of Program Services.
  • Manage and coordinate the planning, monitoring, and program operation activities, contract and grant management, program analysis, reporting, and evaluation of the GROWWTH grant program.
  • Direct and evaluate the work of any direct reports and/or oversee and evaluate contractor performance related to the GROWWTH grant.
  • Represent the workforce areas with the University of Memphis, Federal, State and local agencies related to the GROWWTH grant, as directed.
  • Interpret and implement Federal, State and local laws, regulations and policies.
  • Analyze problems and propose changes in policies and internal operations to resolve problems; make recommendations on staffing, contracting, and budgetary needs.
  • Coordinate planning activities; develop goals and objectives and provide technical assistance to staff and/or contractors in achieving them.
  • Oversee program monitoring and corrective action processes.
  • Plan and work cooperatively with partners engaged in local and regional education, community, and industry development to successfully implement GROWWTH grant.
  • Implement the University of Memphis and/or locally developed standardized rubric to effectively gauge organizational impact and report data to the Director of Program Services.
  • Support local workforce development teams to ensure effective demand driven, data supported, customer focused delivery of workforce development services through the American Job Center system.
  • Manage contracted providers in execution of service agreements.
  • Manage provider and partner relationships in support of daily operations related to the GROWWTH project.
  • Understand and track the labor market to inform and guide the workforce team and American Job Center for effective outcomes for customers.
  • Perform a broad range of management and administrative duties.

Minimum Requirements of Education and Experience

  • Bachelor degree and two (2) years of relevant work experience; or Associate degree and three (3) years relevant work experience; or five (5) years relevant work experience.

o Degree emphasis in Business Administration, Human Resources, Management, Communications, Economics, Marketing, Social Work, Social Science, or related field preferred.

o Relevant work experience in social work, Human Resources, economic development, employment services and/or training development.

  • Highly motivated, goal oriented, with the ability to work comfortably in a fast-paced environment.
  • Excellent oral and written communication skills, including individual and group presentations.
  • Commitment to excellent customer service.
  • Superb interpersonal skills, including the ability to quickly build rapport with customers.
  • Ability to work independently, in a team, and with diverse groups.
  • Excellent time management, prioritizing and organizational skills.
  • Proficient in use of presentation, word processing and spreadsheet software.
  • Reliable transportation and willingness to travel within the 17-county service area and to the University of Memphis as needed.
  • TANF Experience

Additional Desirable Qualifications:

Knowledge and understanding of:

  • the local workforce development areas (history, community, stakeholders)
  • the functions and purpose of the Local Workforce Development Boards, state and federal workforce organizations administering public workforce funding, and grant resources.
  • the local and regional economy, workforce services and community assets, and stakeholder groups invested in serving residents within the local workforce development areas.
  • Principles and techniques of budget, personnel, and contract management.
  • Laws, codes, and statutes relating to the functions and duties of major workforce and development programs.
  • Social, economic, and psychological factors that impact employment and training programs.
  • Career pathway strategies, career counseling, training opportunities and various modes of skills development to meet the needs of the current labor market.
  • Jobs4TN data base or similar participant performance tracking software.
