Duties

Duties at the GS-11 level:

Reviews and interprets new and established directives, instructions, regulations, and delegations of authority for potential impact on major grant objectives, operating policies, work operations, and progress. Provides guidance to program officials and staff and grant recipients in the interpretation, application, and implementation of applicable laws and regulations, policies, procedures, and practices pertaining to all aspects of the state grants program activity (e.g., grant planning, negotiation, administration, termination, and closeout). Attends meetings with management to participate in the formulating of improvement plans and strategies.

Manages the full range of Federal assistance (grants co-operative agreements) services including review and analysis of applications, negotiation, preparation of grant award documents, administration, and reviews the close-out of grants.

Administers the Brookwood-Sago Mine Safety Training Grant, a competitive grant for mine/safety rescue training. Responsibilities include: examining application budgets, grant budgets, and expenditure reports for compliance with established administrative and financial policies and procedures; evaluating all competitive grant applications to determine if the proper procedures for submission have been followed; and managing a budget of $1,000,000 made available for grants. Reviews grant proposals for compliance with regulatory requirements, legal conditions, and cost factors. Performs budget, cost, and price reviews, makes comments as necessary, and reports on the reasonableness of the offer's business proposal. Performs in-depth analysis and evaluation of the adequacy and acceptability of the grantee's cost proposals. Evaluates significant direct and indirect cost and price elements of labor, material, general and administrative expenses, travel, and other costs extending over the life cycle of the grant.

Serves as: MSHA's representative on both intra-agency and inter-agency panels regarding grant policy, Office of Management and Budget (OMB) guidance issues, revised 0MB Circulars and new and revised legislation in the grants management field; MSHA representative on the advisory board for E-Grants, an automated program used by MSHA to increase ease for users of government- wide services; and the Division lead on the Grants Committee. Prepares oral and written briefings, providing a recommended course of action for management to follow.

Prepares grant modifications as necessary for changes in specifications, work statements, program objectives, or other unusual program requirements encountered during the grant pre-award or administration process. Based on expertise in dealing with complex grant problems, provides program and grantee officials with technical, program, and policy advice and/or guidance concerning grant monitoring issues and other grant administration problems.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-09, in the Federal Service. Specialized experience is experience in or directly related to the line of work of the position to be filled, and which has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience includes:

  • Knowledge and application of grants and cooperative agreement laws, principles, regulations, and rules
  • Conduct grant negotiations and work with officials of other Federal agencies, State Governments, educational institutions, and commercial activities
  • Experience with cooperative agreements and grant monitoring techniques to manage accountability and compliance requirements
  • Identify new and difficult grant issues and identify alternative courses of action

OR

Education in lieu of specialized experience: Three (3) full years of progressively higher level graduate education leading to a Ph.D. in a related field OR Ph.D. or equivalent doctoral degree in a related field OR LL.M., if related.

OR

Combination of education and experience: Combination of successfully completed graduate school education and experience as described above may be used to qualify. The combined total percentage must equal at least 100% to qualify for the grade level.
