NATURE OF WORK
Under administrative direction, manages the Building and Fire Safety Division of Yuma County and is an appointee of the Board of Supervisors; performs professional work of unusual difficulty directing work activities and staff; provides technical expertise, implements programs and assignments, and oversees the enforcement and permitting functions; the employment relationship of incumbents in this position is “at will”, and as such, the employee may be terminated at any time, for any reason, with or without cause; this position has department specific responsibilities.
Example of Work
(Illustrative Only) Plans, organizes, coordinates and supervises the operations of the division, plan review, building and fire inspection, and permitting; applies independent judgment in assigning work methods, techniques and procedures; provides leadership, direction and guidance in technical processes and procedures; supervises and trains professional and support staff; assigns and coordinates tasks and projects; evaluates staff performance; performs work as the County’s Fire Code Official, the senior fire and life safety official; manages fire inspection, fire investigation, code review & enforcement, construction plan review, public education and property management program functions; assures program compliance with County policies and national standards; maintains signature authority for occupancy permits issued for fire and life safety code compliance; works with other agencies to coordinate enforcement activities and investigations; sets long range goals, policies, and objectives; coordinates multi-agency projects; interprets, researches, and enforces fire and building codes and ordinances; confers with architects, engineers, contractors, property owners, the public, and employees to discuss deficiencies and possible corrections; performs field inspections of complex or known problem situations; evaluates, investigates, and responds to structural damage of fire & natural disasters involving multi-types of structures; determines objectives and sets project priorities and completion timelines; assures the efficient operations and sound fiscal practices required to meet project and program objectives through effective planning, staff management, and resource allocation; evaluates building and fire and safety issues, analyzes trends, and recommends solutions; prepares, reviews, and approves reports, and maintains required records; represents the County in regional planning groups, public meetings, and community events as needed; in coordination with the Grants Division: manages Housing Rehabilitation Programs administered by the Grants and/or Housing Divisions; maintaining oversight of inspections, plan review, monitoring program results, creating scope of work, coordinating with contractors and homeowners; prepares and approves budgets; manages the collection, analysis and reporting of project, operational and financial data; reviews work for conformance with legal requirements and division goals; regular and reliable attendance is required; performs other duties as assigned.
Experience and Education
Bachelor’s degree with course work in planning, architecture, engineering, construction management, or a related field; AND six (6) years of progressively responsible experience as an architect, engineer, inspector, licensed contractor, or superintendent of construction working with fire and building code inspection in structural, electrical, mechanical, plumbing and other related codes and zoning regulations; AND five (5) years of which shall have been supervisory experience; OR an equivalent combination of education and experience; must possess and maintain a valid Arizona driver’s license.; requires successful completion of a background check; must possesses ICC Chief Building Official certification or obtain within eighteen (18) months of hire; must possesses ICC Fire Marshal certification or obtain within three (3) years of hire.

Knowledge of: Yuma County organization, operations, policies and procedures; Federal, state and local building, zoning, housing and safety laws, and rules of civil procedures, including County zoning ordinances and regulations; Clean Air Act, Clean Water Act, ADA and Arizona Architectural Accessibility Guidelines, Manufactured Housing Rules and Regulations, and other laws, regulations, directives, policies and organizations relating to planning, development and construction projects; methods, procedures and techniques for evaluating technical compliance; principles and methods of budget preparation and expenditure control; statutory provisions, regulatory codes, other regulatory agencies, and sources of building safety information; methods and techniques of statistical analysis; residential, commercial and industrial building trades; contemporary concepts, principles and practices of land use; modern methods, principles and practices of civil engineering and construction; current principles and practices of urban and regional development; International Fire Codes and related state and local regulations.
Skill in: Effectively managing staff, delegating tasks and authority, and training personnel; assessing and prioritizing multiple tasks, projects and demands; developing and implementing procedures for cost effective management of allocated resources; analyzing issues and preparing recommendations based on findings; analyzing and evaluating statistical data and technical documentation; preparing reports and checking details, estimates, plans, and specifications of projects; establishing effective working relationship with other agencies, professionals (architects, engineers, attorneys, registered sanitarians) and the public; enforcing fire and life safety codes, regulations, operational standards, and mandates; working as a team member with other emergency services agencies; communicating effectively verbally and in writing; public speaking and presentation techniques; using computers and advanced level software applications.

Work Environment:
The usual and customary methods of performing the job’s functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling; some stooping, kneeling, crouching, and/or crawling; and significant fine finger dexterity; generally, the job requires 60% sitting, 20% walking and 20% standing; working at a computer monitor for extended periods required; the job is performed under minimal temperature variations and in a generally hazard free environment.

Southwest Service Administrator (SSA) Mexico PPO Health Plan: SSA is available to employees who are enrolled in YCEBT Medical PPO Plan. The SSA Plan pays 100% of hospital, medical, laboratory and prescription drug benefits, to a maximum of $5,000 per person per calendar year ($10,000 for two or more family members).
