Minimum Qualifications:
Associate's degree in Fire Science or related field; supplemented by five years of experience in firefighting to include lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Preference will be given to airport ARFF experience and fire department Hazardous Materials Technician experience.
Specific License or Certification Required:
Must possess and maintain a valid Georgia driver's license. Must possess and maintain a National Board of Fire Service Professional Qualifications (Pro Board) or International Fire Service Accreditation Congress (IFSAC) Firefighter II and must obtain a State of Georgia Firefighter I certification within six (6) months of employment. Must possess and maintain a National Registry of Emergency Medical Technicians (NREMT) EMT or Paramedic certification; Incident Command System (ICS) 100, 200, 300, 400, 700 and 800; and Fire Officer I. Must have current or past certification experience as Hazardous Materials (HazMat) Technician; Aircraft Rescue and Firefighting (ARFF); and Fire Instructor. Must obtain Safety Officer within one (1) year of employment.
Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.
EXAMINATION:
The examination will consist of a review of education and experience, accomplished by analysis of the application. Application must document that the applicant possesses the minimum knowledge, skills, education and experience as listed to be rated as eligible. If selected, an official, accredited college transcript is required, at time of employment, for all degrees/course work used to qualify for this position.
Purpose of Classification:
The purpose of this classification is to manage the personnel and operations of an aircraft rescue and firefighting (ARFF) fire stations, as assigned, including response to emergency calls, operation of fire apparatus and equipment, fire suppression, rescue operations, and provision of emergency medical treatment, and other related firefighting activities.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Supervises, directs, and evaluates assigned staff: develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.
Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives: ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.
Supervises activities of fire stations, including firefighting operations, technical rescue, hazardous materials incidents, emergency medical operations, natural disasters and other emergency incidents; assigns vehicles and equipment to personnel; ensures personnel receive adequate training; ensures personnel maintain adequate level of physical fitness to perform job duties; ensures that equipment is properly maintained for response to emergency calls.
Consults with County executives, supervisory personnel, other public safety agencies, and other officials to gather/ exchange information, review operations/activities, review/resolve problems, receive advice/direction, and provide recommendations.
Formulates and develops work methods and practices, policies, standard operating procedures, training programs, and general orders; implements departmental rules and regulations; maintains current manuals, policies/procedures, bulletins, or map books for training, reference and/or review.
Ensures departmental compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individual; initiates any actions necessary to correct deviations or violations.
Performs incident command functions at fire and emergency scenes; responds to calls involving fire, hazardous materials, natural and man-made disasters, aircraft emergencies, evacuation and/or sheltering, rescue, and other critical incidents; assumes incident command of fire/emergency scenes until relieved by commanding officer; assesses and evaluates on scene conditions; determines strategy and tactics; provides direction and coordination of manpower and resources; directs firefighting and/or rescue activities; ensures utilization of proper methods to suppress/control fires and preserve evidence; supervises fire communications.
Conducts station rounds to inspect/review equipment, apparatus, protective clothing, and facilities; oversees general maintenance work necessary to keep vehicles, buildings, quarter, hydrants, apparatus, equipment and tools in operable condition; ensures station and personnel maintain a state of readiness/preparation for emergency response; maintains related documentation.
Maintains a comprehensive, current knowledge and awareness of applicable laws, regulations, policies and procedures; maintains an awareness of new equipment, procedures, trends and advances in the profession; participates in and conducts physical fitness training, training drills and other continuing education activities; maintains training documentation for department employees; coordinates and participates in multi-jurisdictional training; attends shift meetings, workshops and seminars as appropriate.
Conducts fire and multi-agency drills; participates in fire ground critiques; identifies additional/specific training required by department personnel; schedules and conducts training and instruction in emergency medicine, cardiopulmonary resuscitation (CPR), hazardous materials; observes employees; evaluates performance and reviews levels of training; prepares, maintains, and submits associated reports and records.
Performs administrative functions associated with department operations; reviews incident reports, patient care reports, computer data input, and other documentation prepared by staff members; reviews/investigates all accidents and damage to department vehicles/equipment; reviews/approves time sheets.
Assists with the development and administration of the annual budget; monitors expenditures to ensure compliance with approved budget; monitors inventory levels of departmental supplies and equipment; ensures availability of adequate equipment and supplies to complete work activities; initiates orders for new or replacement equipment and materials; maintains related documentation.
Processes a variety of documentation associated with department operations, within designated timeframes and per established procedures: receives and reviews various documentation, including general orders, timesheets, inspection forms, incident reports, disciplinary forms, and employee grievance forms; reviews, completes, processes, forwards or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation, including performance appraisals, staffing reports, training documentation, general orders, disciplinary actions, and other documentation; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.
Operates or uses various equipment, power tools, hand tools, and supplies in order to complete work assignments: operates and maintains a command vehicle, communication equipment, medical equipment and other power or motorized equipment; operates a personal computer to enter, retrieve, review or modify data, utilizing word processing, spreadsheet, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.
Communicates with supervisor, subordinates, other employees, law enforcement, airport personnel, other public safety agencies, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
Additional Functions:
Acts as Fire Chief in the absence of the same.
Performs other related duties as required.
